Pho Sydney
Two Bowls of Pho — about $15–18
Authentic Vietnamese just off Atlantic Ave, walking distance from Boardwalk Hall and Caesars. The pho broth is the real deal — rich, aromatic, slow-cooked — and reviewers consistently say it rivals NYC's best. Also solid: bánh mì, shrimp summer rolls, and lemongrass beef. Large tables, fast service, full Vietnamese menu.
Pancho's Mexican Taqueria
Tacos for Two — about $12–16
Open-kitchen taqueria on Arctic Ave with house-made cornmeal tortilla shells — widely considered the best Mexican in Atlantic City. Al pastor, carnitas, and lengua (cow tongue) are the moves. Huge tacos, great sauces (spicy ones are no joke), and prices that make the casino food court look embarrassing.
Bill's Gyro Souvlaki
Two Gyro Sandwiches — about $14–16
A beloved boardwalk institution near the Hard Rock. Seasoned lamb-beef gyros with tzatziki, stuffed into warm pita — locals and repeat visitors swear by this spot every single trip. Two pita sandwiches is plenty for two people and clocks in well under $20. Also does solid souvlaki platters and breakfast.
Jersey Shore Pizza & Grille
Pizza Slices for Two — about $14–18
On-boardwalk pizza with big slices, fresh pies, and a bonus menu that includes empanadas and elote — rare finds on the Atlantic City boardwalk. Classic boardwalk diner at 1507 Boardwalk with all-day breakfast that actually delivers. Corned beef hash and eggs, western omelets, pancakes with bacon — diner staples done right at prices that feel like a different decade. Forno Roman Pizza

The newest boardwalk pizza standout — and already earning "best pizza on the boardwalk" from regulars. Roman-style thick, crispy crust with inventive toppings: curl pepperoni, burrata, fresh tomatoes, quality sausage. The arancini (fried risotto balls) are a must-order. Housemade gelato to finish. Direct boardwalk access, indoor and outdoor seating, open daily from 9am.
Barbera Seafood Market
Two Fish Sandwiches or Shared Platter — about $14–18
Family-owned since 1919 and one of AC's best-kept secrets — two blocks from Caesars, right across from White House Subs. Fried flounder, calamari, and sea bass sandwiches come with fries and coleslaw at prices that genuinely surprise people, so two people each get their own sandwich for well under $20. Lunch only, Mon–Sat.
Maria's Luncheonette
Two Complete Breakfasts — $16–18
Atlantic City breakfast institution since 1981 on Atlantic Ave — the Complete Breakfast platter stacks 2 pancakes, 2 eggs, home fries, bacon, and sausage on one plate. Two platters for well under $20. Also does lunch with sandwiches under $8. Open daily 8am–2:45pm.

Atlantic City's best-kept Mexican secret on Pacific Ave — 4.7 stars, birria tacos with rice and beans, huevos rancheros, steak and eggs with home fries, and breakfast plates all generously portioned and priced well under $10 each. Tennessee Avenue Beer Hall
2-for-$20 Lunch Deal — Wed–Fri Midday
The only spot in Atlantic City with a literal named 2-for-$20 deal — Wednesday through Friday midday, two people get tacos, sliders, or wings for $20. Also does $5 breakfast deals and free live music Saturdays and Sundays. Steps from the beach with 40+ beers on tap, fire pits, and brick wall vibes. One of the most fun cheap eat experiences in AC.

Pho & Rice Plates for Two — about $16
A longtime Atlantic Ave Vietnamese kitchen (25-plus years) doing pho, broken-rice com tam, and clay-pot dishes. Pho runs $6.95–$9.25 and com tam plates $8.25–$11.95, so two people each get their own bowl or plate for around $16. Chicken rice is the house specialty.
Tsui's Garden
Chinese Lunch Specials — from $5.75
A neighborhood Chinese takeout in Ventnor, a few minutes down the island from the casinos. Weekday lunch specials (11–3) come with an egg roll, soup, and fried rice for $5.75–$6.55 — chicken lo mein, beef and broccoli, General Tso's. Two full combos run about $13, each their own.

A no-frills Atlantic Ave slice shop and one of the cheapest in town — a plain slice is $2.60, Sicilian $3.15, and a 12-inch pie $12.40. Two people each fold a couple of slices and grab a drink for well under $20. Strombolis and calzones too.
