Best Cheap Eats in Atlantic City
Two People, Under $20

• White House Subs — the legend fails the math: the cheapest half sub is $10.80 on the owner menu, so two halves are $21.60 minimum, and the Hard Rock counter runs higher still ($12.80 halves). The internet's "$7.50 half" is a 2017 number.
• Pancho's Mexican Taqueria — reopened after its renovation, but tacos now come as an order of three for $15 — two orders is $30.
• Com Ga Ninh Kieu — pho is $15.95 a bowl on the owner menu; two bowls is $31.90. The "$16 for two" era is long gone.
• Tennessee Avenue Beer Hall — the famous "2-for-$20 lunch deal" appears nowhere on the owner's site, and the regular menu's cheapest pair (two $10 hot dogs) lands at $20.00 flat — on the line, before tax.
• Forno Roman Pizza — the cheapest whole pie on its own ordering menu is $25; no slices are sold online.
• Angelo's Fairmount Tavern — the Ducktown anchor's cheapest pasta is $20.50; two plates run $41.
• Kelsey's (Pacific Ave) — the brunch buffet is $46 a head and the cheapest dinner entrée $23.99. Its sibling Kelsey & Kim's, above, is where the value lives.
• Mehfil — owner menus show no buffet at all; curries start at $16.95, so two entrées run $33.90.
• Sack O' Subs at Bally's — half subs are $11.25–$13.50 chain-wide, so two run $22.50-plus. (The main store is in Ventnor anyway.)
• Sitar at Hard Rock — the chamber lists it, but it's an upscale dinner room, not a buffet house: cheapest curry $24, naan $7, no lunch buffet exists. Two appetizers alone run $24.
• KWI Noodle House at Caesars — open till 2am Fri–Sat, but the cheapest noodle soup is $18.99 and two real dishes run $30-plus. One shared bowl is the only sub-$20 move, and that's not a meal for two.
• Coastal Craft Kitchen & Bar at Harrah's — full prices on Harrah's own pages, and the cheapest honest pair (grilled cheese with fries $13.99 + French onion soup $8.99) is $22.98.
• Rum Point Crab House — quietly gone: vanished from Harrah's own dining lineup and its casino page now redirects. The chamber directory still lists it.
• Chickie's & Pete's at Tropicana — the closest any chain came: crabfries $10 plus the 8-piece boneless wings $12 is $22 on the location's own menu, and two bowls of chowder land at $20.00 flat. Near-miss, not a card.

• The Vietnamese corridor — Pho Sydney and Pho Saigon (the cash-only successor to the closed Little Saigon) are both open and both publish zero prices anywhere they control. Top of our recheck list — the NYT once told New Yorkers to drive 125 miles for this pho.
• Salt & Pepper — the Pacific Ave birria spot is cash/Zelle-only with no owner menu online; its old "$14–18 for two" claim couldn't be re-proven.
• My Friends Diner & Celebrity Corner — no owner price source; Celebrity Corner's own website is dead.
• LandShark Bar & Grill — the only year-round restaurant on the sand side of the Boardwalk, and its owner menu lists calories instead of prices for everything except ribs ($27.99/$35.99 — both bust the cap on their own). Unverifiable, strong lean no.
• Bill's Gyro Souvlaki — no owner menu, and even aggregators put two gyros near $30.
• Barbera Seafood Market, Formica Bros' cafe, Jersey Shore Pizza — open, no owner-published prices (Jersey Shore's site blocks automated checks).
• Both Gilchrists — Gardner's Basin and Tropicana publish complete menus with not one price on them.
• The halal cluster — Kabab House, Habeebi's, and King Gourmet (successor to the closed Gourmet Restaurant & Sweets) all run bot-walled ordering systems; Crown Fried Chicken's brand site literally prints "prices vary." A phone call cards any of them.
• The casino counters — Perry's Pizza, A'Dam Good Deli, Bally's Casino Cafe, and Famiglia at Resorts are all open and all price-silent online. Chucktown BBQ is a weekend pop-up with no posted menu.

A major travel site is recommending a restaurant that closed in March 2020. A live national "best cheap eats in Atlantic City" guide still sends readers to The Continental at Playground Pier for "entrées under $20" — it never reopened after COVID, more than six years ago. The same guide lists White House Subs (now $21.60 minimum for two) and Bill's Gyro (about $30 for two). Every price on the page above exists because we don't trust lists like that — including our own old one, which had 13 of 17 cards fail this audit.

A pizza shop's own website contradicts its own cash register. Popa Pizza's homepage still advertises "two large cheese pizzas $8.95." Its own ordering system prices that exact combo at $28.95. Even first-party sources go stale — which is why we price from ordering screens, not banners.

The famous pho corridor is mostly gone. The New York Times once told dissatisfied New York pho eaters to drive 125 miles to Atlantic City. Since then: Little Saigon closed, A.C. Sandwiches closed, Noodle Village at Bally's is dead, one storefront at 3808 Ventnor Ave burned through three pho shops, and Pho Cali left for the mainland. Two survivors remain — Pho Sydney and Pho Saigon — and neither publishes a price anywhere it controls, so neither can be carded yet. We're working on it.

Closed since our last visit, still ranked in yours: Los Amigos (closed 2022, still surfacing in "best Mexican in AC" roundups), Rocco's at Ocean Casino (April 2026), Rhythm & Spirits (moved to Philadelphia), Grotto and Martorano's (2023). If a list doesn't show a date, assume it predates all of this.
