Worth knowing what this page used to say: Josiah's was carded here at "about $25 for two," which was wrong in the direction that matters — the five-egg omelets are $14.95, but the breakfast bowls are a third of that.
Two Eggs & Toast at $8.50 each = $17.00, served any time of day — breakfast runs 7am to 5pm here regardless of what the clock says it should be. The full Big Sioux Breakfast with hash browns and meat is $14.25, so two of those is $28.50; the plain build is the one that clears.

Two Brie on Baguette — brie, spinach and olive oil ($9.25 each) = $18.50 on the Phillips Avenue strip. Turkey or ham on multigrain is $11.50 and the classic savoury crêpe with gruyère, ham and spinach is $12.25, so a sandwich-plus-crêpe build lands at $20.75 and just misses.
Coffee house & open-faced sandwiches · $18.98 for two
The Jungle Jam ($9.49) + the Caprese Avocado ($9.49) = $18.98, two open-faced sandwiches off a downtown coffee house a block north of the Phillips Avenue strip. The rest of the open-faced board — Green Eggs and Ham, Chicken Jalapeño, Pollo Loco, Rose Garden — is $9.99 each, so any two of them is $19.98 and still clears.

Tacos de asada ($6.95) + pupusas ($7.20) = $14.15, the cheapest full meal for two in the city. The pupusa loca and the sopes are $9.30 each and tamales are $7.73, so almost any pair off the cheap end of this menu clears. Out on West Maple.
Four street tacos at $3.75 each = $15.00 — two apiece, from a list that runs chicharrón, buche, chorizo, adobada, cabeza, marinated chicken and ground beef. Breakfast tacos are cheaper still at $3.50, so four of those is $14.00. Four Sioux Falls locations, most of them open around the clock.

A North 40 Premium Wagyu burger with a half-pound of fries ($12.00) + fresh corn tortilla chips with homemade tomato salsa ($6.00) = $18.00. The burgers come on fresh-baked Breadsmith rolls, and "make it a double" is $17.00 — so the single plus chips is the build that clears.
The B3 lunch special — any two rolls with salad and miso soup ($13.88) — plus a side of fried rice ($4.88) = $18.76, served 11am to 3pm. Any three rolls is $15.88, and the hibachi vegetable lunch with fried rice, clear soup and salad is $12.88.

The kitchen appetiser board is where the value is: harumaki and edamame are $6.98, and cheese wonton, shrimp shumai and chicken or beef yakitori are $7.98 each. The hibachi entrées start at $20.98, so those are a different evening.
A Pollo al Chipotle burrito ($12.51) + guacamole ($6.99) = $19.50 on the east side, out by Arrowhead Parkway. The weekly special quesabirria tacos are $3.74 apiece when they run, which puts four at $14.96 — the cheapest way through this menu when the special is on.
