Best Cheap Eats in Scottsdale
Two People, Under $20

🐎 Scottsdale  ·  17 verified deals  ·  Updated July 2026

Nobody comes to Scottsdale for cheap eats — which is exactly why the ones that exist matter. Under the resort-town pricing there’s an older, cheaper city: a pink ice cream parlor from 1958 where a grilled cheese and a hot dog run $17, a 1947 adobe patio serving $8.95 bean burros, taco shops on Thomas and McDowell open past midnight, and a $3-any-taco Monday in the middle of Old Town. Every price on this page was read from the restaurant’s own menu or ordering system in July 2026, and every card sits inside Scottsdale city limits — which is trickier than it sounds: half the “Scottsdale” addresses in the 85254 ZIP are actually Phoenix, and the Talking Stick corridor is Salt River Pima–Maricopa land. Summer rule applies: hours shrink May through September, so check before you drive.

Sugar Bowl

Old Town Sandwiches — $17 for Two · Since 1958

The pink Old Town ice cream parlor, 68 years in, still runs a real sandwich counter: grilled cheese $8.50, a grilled hot dog $8.50 — $17 for the pair — with egg salad at $10.50 and PB&J at $7.50 on the owner menu. Two PB&Js plus one $4.50 scoop to share is $19.50, sandwiches AND dessert. One warning: drinks are $3.50-plus with no refills, so order water.

Los Olivos Mexican Patio

Bean Burros for Two — $17.90 · Since 1947

The historic adobe patio a block off Old Town’s gallery row has fed Scottsdale since 1947. On the owner menu, bean burros are $8.95 — a pair is $17.90 — with the bean-and-cheese at $10.25, à la carte tacos $5.95–6.75 and cheese enchiladas $6.95. Everything is à la carte (rice or beans add $3.95), and the $15 weekday lunch specials are per-person, so the burros are the two-person play.

The Old Town burger bar where the burgers barely pair under $20 — the smallest build-your-own plus a grilled cheese lands at $20.00 exactly, right on the line before tax. The plays that clear, straight off the Winter 2026 owner menu: grilled cheese $7.50, PB&J $7.50, the Hot Dog Therapy $8.50 — grilled cheese plus dog is $16. Six tacos between two people is $18. The regular menu doesn’t publish prices, so Monday is the verified play — confirm before a special trip.

Birria’s Mexican Food & Bar

Burritos for Two — $18.26

In the corner building Filiberto’s left behind at McDowell and Hayden, a birria specialist took over. On the ordering menu its own site links: chicken burritos $9.13 — two for $18.26 — or the $6.99 bean-and-cheese plus the $12.25 birria burrito at $19.24. The online prices carry odd cents that suggest a small platform markup, so the counter may run cheaper. Closed Sundays.

Los Favoritos Taco Shop

Burritos for Two — $17.50

The East Valley taco-shop chain keeps exactly one store inside Scottsdale, on McDonald Drive, and its May 2026 menu flyer is posted on the chain’s own site: beef, chicken or mixed burritos $8.75 — two for $17.50 — bean-and-cheese $6, and combo plates with rice and beans at $12, so a combo plus a bean-and-cheese is $18. The flyer says it plainly: tax not included.

Saigon District Pho and Boba

Banh Mi for Two — $14

The Hayden Road Vietnamese spot — rebranded from Saigon Nites — posts $7 banh mi on its new owner site: BBQ pork, grilled chicken or tofu, any two for $14, or add a $5.50 milk tea and stay at $19.50. Pho runs $15–16 a bowl now, so two bowls miss badly; this is a sandwich play. One trap: the old Saigon Nites site is still live with stale prices — trust the new one, and call ahead for hours.

Butters Pancakes & Café

Pancakes + Oatmeal — $18.50 for Two

Three of the breakfast favorite’s cafes sit inside Scottsdale proper (Northsight, Hayden, Shea — the “Scottsdale 101” store is actually Phoenix). On the owner menu PDF: four buttermilk pancakes $11.50, steel-cut Irish oatmeal $7 — $18.50 shared — or biscuits and gravy $11.50 with the oatmeal, same math. Honesty note: two full egg breakfasts run $25, and a $4 coffee breaks most builds, so this is the light-breakfast play.

💡 Pro tip: Prices and availability change — and Valley summers shrink hours and close kitchens, so always check before a special trip, especially May through September. Every card on this page is inside Scottsdale city limits — beware the 85254 ZIP (Phoenix with a Scottsdale mailing address) and the Talking Stick corridor (Salt River Pima–Maricopa land). Phoenix and Mesa have their own pages. If something's expired, flag it on our main directory.

California Pizza Kitchen

One Margherita Pizza Split Two Ways  ·  $17.69

CPK — the chain that invented the BBQ chicken pizza in 1985 — prices like the sit-down restaurant it is: two people each ordering a main start at $33.58. The honest under-$20 route is to split. Every pizza is a 6-slice thin crust, and the cheapest, the Margherita, reads $17.69 at the 10100 Scottsdale Rd. store on CPK's own online ordering, August 2026 — $8.85 a head when two people share one. The Traditional Cheese is $18.69 and the Mac 'N' Cheese, the cheapest main plate at $16.79, splits the same way. With actual kids along the math turns kind: every CPKids pizza and pasta entrée is $8.49. The traps are ordering like two separate customers and the specialty list — pizzas beyond the basic three start at $19.69, and drinks push even a split pizza to the line, so it's a water-and-share play. CPK runs exactly three price tiers nationally — $16.69 to $18.69 for the same Margherita — so confirm at yours; the dine-in menu can read slightly different from the ordering site.

🧾 Still True? What We Couldn't Card, and Why

This page launched in July 2026 from a bench of thirty-plus Scottsdale leads, every published price read from a source the restaurant itself controls — and in this town, most leads die on price, not sourcing. Verified but over the line: Andreoli Italian Grocer — the famous sandwiches are $14.95-plus, so no two-sandwich order can clear, the one $19.90 build skips the thing everyone goes for, and the shop is on summer vacation until August 4, which is the Valley summer rule in one storefront; Pho Cao (two bowls $29 on its own ordering menu), Hello Vietnam (cheapest two sandwiches $23.98), Shawarma House ($12–13 wraps, and its ordering page reads non-live — call first), Daily Dose Old Town (only the oatmeal end of the menu pairs under $20 — two real breakfasts run $25-plus), and Oregano's — the pizza chain was born in Scottsdale, but its own site publishes zero prices and its ordering hides behind a bot wall, so the hometown page can't card it (and its “Paradise Valley” store is actually Phoenix). Blocked on sourcing (the recheck queue): Slices Scottsdale, NYPD Pizza on Pima, New York Bagels 'N Bialys at Skysong (the most promising bagel lead), NYC Bagels on Vía Paseo, America's Taco Shop in Old Town (owner menu is price-free), and Joe's New York Pizza — late-night slices on Shoeman Lane whose web presence is a tangle of lookalike ordering domains we couldn't untangle from here. The jurisdiction traps, printed for the record: the 85254 ZIP is Phoenix wearing a Scottsdale mailing address (it cost two chain stores their spot on this page), the Pavilions at Talking Stick corridor is Salt River Pima–Maricopa Community land, and Frites Street — every list's favorite “Scottsdale fry shop” — is a wholesale frozen-fry supplier with no storefront at all. One succession story: Filiberto's on McDowell closed this spring and Birria's Mexican Food & Bar — carded above — took over the building.
