Read this before you budget — and before you trust anyone else's "Hampton" list. Hampton charges a 7.5% meals tax on top of the 6% Hampton Roads sales tax — a flat 13.5% on prepared food (hampton.gov, July 2026), the highest of the four Hampton Roads pages. Every price here is the menu price, before tax; at 13.5%, $20.00 out the door is $17.62 on the menu, so a few cards that pass on the menu (two Mabuhay entrées, two Deadrise sandwiches, two China Wok lunches) tip a little over $20 once tax lands — budget it. The bigger trap is the city line: Hampton has no county, so a Warwick Blvd, Jefferson Ave or Denbigh address is Newport News, not Hampton, and every card below was checked to a real Hampton zip. Two more notes: Fort Monroe food is eligible (it's a public National Monument now) while Langley AFB dining is not (behind the gates), and Skrimp Shack is closed Sundays with its real address at 71 (not 73) N Mallory.

The cleanest two-under-$20 on the page. Off the restaurant's own ordering site, all 27 lunch specials are $8.75 — each served with fried rice and an egg roll — so two people eat for $17.50, about $19.86 with Hampton's 13.5% tax, still under $20 out the door. General Tso's (L18), Roast Pork with Broccoli (L4), Chicken Chow Mein (L1) — pick any two. This is the neighborhood-Chinese lunch-combo play the incumbent lists never price.
Mabuhay Filipino & Soul Kitchen
Two Entrées — $17.98
Hampton's Filipino answer — a turo-turo steam-table kitchen, and the exact card the whole Hampton Roads cluster kept hunting for. Off the owner menu, entrées are $8.99 (sisig, chicken adobo, pork menudo, crispy pork belly), so two is $17.98 on the menu — about $20.41 taxed, so budget the tax. Better value still: Combo 1 (entrée plus garlic rice or pancit) is $9.99, lumpia $1.10 a piece, garlic fried rice $2.99. Half Filipino, half soul food, all under budget on the menu.
The Grey Goose
Biscuit Sandwich + Brunswick Stew — $16.50
A Hampton lunch institution that left downtown after 30-plus years and reopened in Phoebus on Mallory Street. Off their own current menu PDF, the play for two is the Breakfast Biscuit Sandwich ($10) plus a bowl of the famous Brunswick Stew ($6.50) — $16.50, with tip room under the wire. Two soups (Brunswick or Corn & Crab Chowder) run $14. The full sandwiches and burgers ($14–17) are one-person orders, so keep the pairing above.
Marker 20
Three Sliders to Share — $16.00
Downtown Hampton's deck-and-craft-beer room, a local favorite since 2002. The value hides in the slider list on their own all-day menu: Re's NC Pulled Pork BBQ $4.50, Chicken Parm $5.50, Cheeseburger $6, Crab Cake $7.50. Three sliders — pulled pork, chicken parm, cheeseburger — is $16.00 and feeds two, or split a half-order of chicken tenders with fries ($14) plus a slider. The full sandwiches all run $15+ (served with fries), so those are one apiece — order off the sliders.
The Deadrise
Two Sandwiches (each with a side) — $18.00
Named for the traditional Chesapeake Bay workboat, and it sits inside Fort Monroe — the old Army post that closed in 2011 and reopened as a National Monument, so it is open to the public and eligible. Off its own menu (hosted on the Fort Monroe site), the Carolina Pork BBQ, Virginia Ham & Cheese, Chicken Breast and Cubano sandwiches are $9 each and come with a side, so two is $18.00 — about $20.43 taxed, so this one has no tip room. The Deadrise Burger is $10. Skip the $20+ entrées and eat on the water for eighteen bucks.
Firehouse Coffee 1881
Two Deli Sandwiches (with a side) — $18.00
A café in Fort Monroe's 1881 fire station — also public-access, also priced right, and on none of the competitor lists. Off the owner menu, a deli sandwich with a side is $9 (two = $18.00), an egg-and-cheese $6 (two = $12, about $13.62 taxed), a bacon-egg-and-cheese $8, pulled-pork BBQ $10, an all-beef hot dog $6. Two people eat a real breakfast or lunch here well under $20 a dozen ways, inside a National Monument.
Waffle House #1115
Two Two-Egg Breakfasts — $14.00
A fair 24-hour floor card. This store's own location page publishes store-specific prices: a Two-Egg Breakfast is $7.00 (two = $14.00, about $15.89 taxed), a Classic Waffle $5.20 (two = $10.40), the All-Star Special $12.60, hashbrowns $3.70. Two people eat any hour of the night for well under $20. A second Hampton store sits at 2800 Mercury Blvd.
China Wok
Two Lunch Specials — $19.90 (menu)
A Coliseum Central lunch-combo backup to Top's China. Off the owner menu, lunch specials are $9.95 (General Tso's L1, Chicken Lo Mein L6), served with fried rice, so two is $19.90 on the menu — it clears the two-for-$20 line, but at Hampton's 13.5% it lands about $22.59 out the door, so this is the tax-note pick. Krispy Krunchy Chicken
Two 10-pc Nuggets — $13.98
The Louisiana-born fried-chicken counter that lives inside a Raceway convenience store — legitimately cheap and universally ignored by the roundups. This store's own page publishes the nugget prices: 6-piece $4.99, 10-piece $6.99, so two 10-piece nuggets is $13.98, about $15.87 taxed. The bone-in 8-piece and tender combos are posted in-store only (grab a photo if you want them carded), but the nuggets alone clear two people under budget.
Amy's Bánh Mì
Two Bánh Mì — from $13.90
The bánh-mì shop in Hampton — family-run, bakes its own bread, and the sandwich clears at 13.5% where a bowl of pho never could. Off its own online ordering menu, every sandwich comes loaded (pâté, mayo, cucumber, house-pickled carrot and daikon, cilantro, jalapeños): Cha Lua (steamed pork roll) and Trung (fried egg) are $6.95, grilled chicken $7.95, and the classic Đặc Biệt combination $9.00 (grilled pork, braised pork belly, meatball all $9 too; roasted pork tops out at $10). Two people eat for $13.90 at the low end, and even two loaded Đặc Biệt is $18.00 — about $20.43 with Hampton's 13.5% tax, so budget the tax on the combo build.
Skrimp Shack (Mallory Street)
Two Whiting Samwiches — $16.70
The Peninsula-born seafood shack (founded 2010 near Lee Hall) that anchors Phoebus — and its own online ordering finally gives up the prices its priceless Core Menu PDF hides (that PDF lists a calorie count and the Latin species name for every fish, and not one dollar figure). Off the ordering menu: the Whiting Samwich is $8.35, so two is $16.70 (about $18.96 taxed, clean); the Chicken Tender Samwich is $7.75; and any two-taco plate — skrimp, fish or chicken — is $8.75 (two plates = $17.50). The namesake Big Cat is the Chesapeake Bay blue catfish (Pangasius, an invasive species whose harvest helps the Bay) at $9.25 — two is $18.50 on the menu, a cheap-eats card that doubles as a conservation story, though it tips just over $20 taxed. The bench's highest-priority unknown, now named and priced: the cash-only diner at 3406 W Mercury with the long lines is Tommy's Restaurant, and its Google-verified menu confirms it's exactly the profile this site loves. A bacon-, sausage- or ham-and-egg breakfast sandwich — served with fresh hash browns or grits — is $7.99, so two is $15.98 (about $18.14 taxed). Cheaper still: a Short Stack is $6.99 (two = $13.98), a plain Belgian waffle or French toast $7.99, the meat-and-short-stack combo $9.99. Bring cash — no cards, no website, just decades of a line out the door.
W&R Fines Deli
Two Bacon-Egg-&-Cheese — $12.98
The high-volume NY-style deli on Pembroke — one of the bench's unnamed leads (604 E Pembroke), now identified and priced off its own online ordering. Breakfast is the easy win: a 2-egg sandwich is $3.99, a loaded bacon-, sausage- or ham-egg-and-cheese $6.49 (two = $12.98, about $14.73 taxed), a 2-Egg Platter $7.49, a breakfast wrap $6.99, a BLT $5.99. The named lunch sandwiches — Reuben, Turkey Club, Cordon Bleu, Spicy California — are a flat $9.99, so two is $19.98 on the menu (about $22.68 taxed, so the sandwiches are the menu-line play and breakfast is the clean-out-the-door one). Also a halal selection, paninis and fresh-squeezed juice.
Domoishi (Hampton)
Two Ramen Bowls — $19.90 (menu)
A homegrown Virginia/Maryland Asian-fusion chain — ramen, poke, boba, Korean corn dogs — with a Hampton store on Kilgore, priced off its own online ordering. A Ramen Noodle Soup is $9.95, so two bowls is $19.90 on the menu — it clears the two-for-$20 line, though at 13.5% it's about $22.59 out the door, so it's a menu-line/tax-note pick. The genuinely cheap play is the Korean-style crispy cheese corn dogs at $5.50–$5.75 (mozzarella-and-fishcake, mozz-cheddar-and-fishcake, crispy potato) — split a ramen and add a couple and two eat for well under $20. A Wine Street doughnut shop with a detail made for this page: its menu prices are tax-included, so the number you see is the out-the-door price — the only card here where Hampton's 13.5% is already baked in. A glazed donut is $3.00, an iced, topped or filled donut $3.50, a 20oz coffee $2.75, so four filled donuts and two coffees is $19.50 all in. A dozen glazed is $25 (assorted $28), and they make vegan and gluten-sensitive donuts too. One catch that earns the card by itself: open Wednesday–Sunday, 7am–noon or until they sell out — get there early.

The Phoebus food-truck-turned-restaurant on Mallory (the bench's unnamed 24 N Mallory spot, now identified) — Mexican-Asian-American street food and a late-night kitchen. The over-the-top loaded plates are built to share: off the owner menu, a Whole order of Godzilla Fries is $17 — crispy fries piled with bulgogi steak and cheese, power slaw, green onions, tuxedo seeds and plumber sauce — a genuine two-person plate, about $19.30 out the door with Hampton's 13.5% tax. Or split two Walking Tacos at $9.75 (a bag of cool-ranch Doritos stuft with your protein, pico, queso fresco and torta sauce) for $19.50 on the menu. The 11-inch MOD-size with unlimited toppings reads $14.19 at the 2878 Kilgore Ave store on MOD's own ordering system, August 2026 — $7.10 a head when two people split it, which is the cheapest honest way through the door. MOD sizes a salad it labels "Mega (Feeds 2)" outright at $15.44, so one order is dinner for both of you without touching the pizza menu. Want your own pie each? Two 6-inch minis with cheese run $14.38. Worth knowing before you go: your first purchase as a MOD Rewards member earns a free MOD-size pizza or salad, which makes round one genuinely two for the price of one. The trap is drinks — two 16 oz fountains add $6.78 and put the loaded 11-inch at $20.97, past the line, so drink water or drop to the $10.99 cheese build. Cook Out (Mercury Blvd)

The Thomasville, NC drive-thru legend keeps a Hampton store on W Mercury. The famous Cook Out Tray — an entrée, two sides (a corn dog counts) and a big drink — runs about $7.50–9, so two trays land near $15–18 with room for a couple of the 40-plus shakes. Fair warning, same as everywhere: Cook Out publishes no prices online and takes no online orders, so this is off recent store boards — confirm at the window.
