A scratch-Mexican counter in the 2601 S Lemay plaza, voted the city's favorite taco shop in a 2024 Coloradoan bracket. Street tacos run about $3.50 each and burritos about $8.50, which would put two people around $15–20 — but we could not confirm those numbers. The restaurant's own dine-in menu page lists every taco by name and prints no prices at all. To check: the online ordering menu, for the current taco and burrito prices.
Tortilla Marissa's
Weekday Lunch Combos $9.99 — Two for $19.90
Family-owned Midtown Mexican staple on S College. The lunch combos are $9.99, served 11am–3pm Monday through Friday, so two people eat for $19.98 — two cents under the line, before tax. The restaurant posts a dated day-by-day specials calendar on its own site, which is where that price was read in August 2026; the same calendar shows Saturday and Sunday running happy hour only, no lunch combo. Off the regular menu the cheapest way in is a chile relleno at $10.99. Monday all day, fajitas for two drop to $22.99 from $31.99 — a good deal, just over our cap.
Big Al's Burgers
$5 Happy Hour, Every Day 2–5pm — Two Eat for $10
Downtown's burger joint runs a $5 happy hour every day from 2 to 5pm, and the chain's own page spells out the choice: the famous 60/40 bacon-blend burger, a classic Chicago dog, or any hand-scooped milkshake — each just $5. Two people take one item apiece and walk for $10, which leaves half the twenty for fries. The 60/40 is the one to order; it has been the cult pick in this town for over a decade. Island Grill
95¢ Happy-Hour Wings — dine-in only
A neighborhood grill in the 2601 S Lemay plaza, 24 taps and fish tacos locals vote best in town. Happy hour drops wings to about 95 cents, dine-in only, which would put twenty wings between two people near $19. We could not confirm it: the restaurant's own site sits behind a bot check that we cannot clear, so both the price and the window are unverified — an earlier version of this card printed 90¢ in the headline and 95¢ in the body, and 3–7pm in one place and 3–6pm in the other. Beau Jo's Colorado Pizza
$5 Happy Hour Mon–Thu · Medium Cheese Pie $15
Colorado's legendary mountain-pie institution since 1973 — thick honey-dough crust, honey on the table for the leftover rim. Two published ways under the line, both read off beaujos.com in August 2026: the $5 Eats & Drinks happy hour, Monday–Thursday 3–6pm, and a medium cheese Prairie pie at $15 to split (small $11). The $14 lunch combo runs Mon–Fri 11am–3pm but only feeds one, so two of those miss. There is also a dine-in buy-one-get-one on pizzas, apps, calzones and salads Monday–Thursday, equal-or-lesser value free — it is not posted anywhere on the site, so you have to ask for it at the table. Fort Collins also runs Trivia Tuesdays at 7pm. 205 N College Ave.
Krazy Karl's Pizza
BOGO Large Pizza Coupon — confirm it's still running
A CSU-crowd pizza favorite on S Timberline, with a second shop in Loveland. The draw is a buy-a-large-specialty-get-a-large-single-topping-free coupon — split the pair and two eat for well under $20 — plus a free 10-inch kids' cheese pizza with an adult purchase. Both come from coupon sites rather than the restaurant, and the version this card used to print carried a July 31, 2026 expiry that has now passed. Krazy Karl's own site does not load for us at all, so nothing here is confirmed. To check: krazykarlspizza.com/specials, for the current coupon, its expiry, and which locations honour it.
Hearth
Happy-Hour Snacks $7–11 · Cheapest Pies $20 on the Line
Gastropub and pizzeria in a restored 1902 building overlooking Windsor Lake, an easy run east of Fort Collins. Worth knowing before you drive out: the pizzas are not the budget move here. The cheapest three on Hearth's own menu are the Pepperoni, Margherita and Sausage at $20 even, right on the line before tax, and the rest run $21–23. The reliable play is the snacks board, where two people eat comfortably under the cap: hand-cut fries $7, roasted red pepper hummus with flatbread $9, truffle fries $9, spinach-artichoke dip $11, deviled eggs $2 each, oysters $4 each. The Emporium Sports Bar
14-Inch Pizza to Split — $18
NoCo's Dazed and Confused–inspired arcade sports bar — pool, darts, pinball and scratch-made pies. A 14-inch single-topping pizza (pepperoni or sausage) is $18 and a 14-inch cheese is $16, so two split a proper pizza under $20 between games; the specialty pies jump to $20–24, so stay on the plain ones. Cafe Mexicali
Breakfast Burritos ~$5.59–6.69
The homegrown fast-casual chain slinging bold Cal-Mex since 2005 — breakfast burritos run about $5.59 (egg & potato) to $6.69 (bacon, or the Monday/Thursday steak), so two eat breakfast for $11–13.50. Heads up: the burrito lineup rotates by day, and several sit out Sunday.
Maya Cove
Happy-Hour Baskets $8–10 · Smoked Meat $15–18/lb
Bama-style BBQ inside a West Drake neighborhood bar — Fort Collins' self-declared only official Crimson Tide bar 'n grill. Happy hour runs 3–6pm and the food side is the real value: pulled pork, burger and crispy chicken taco baskets are $8 each, a wing basket $10, so two people split baskets for $16–18. Any hour, the à la carte counter sells smoked meat by the pound — pulled pork $18, smoked turkey $16, smoked sausage $15 — with sides by the quart from $8 slaw to $12 mac and cheese; a pound plus a quart feeds two for about $20 and usually leaves leftovers. Ted's Backyard
Large Specialty Pizza — $20 Even
The former Ted's Sweetwater Grill, reborn as a counter-service burgers-and-pizza scratch kitchen in Windsor's RainDance neighborhood, an easy run east of Fort Collins. The math is printed right on the menu: a large 14-inch Meat Lovers or Veggie is $20 even, the basic large runs $16, and 11-inch mediums start at $12 — split any of them and two people eat at or under the line. Chulo Cuisine of Nepal & India
Momo Plates $8 · Two Eat for $15
The best-reviewed cheap plate in Campus West — 4.8 stars across 137 reviews, on the CSU side of W Elizabeth. The move is the khaja board, Nepali snack plates that eat like a meal: six steamed momocha at $8.00, six pan-fried kothe at $8.00, veg samosa, aloo dum or mili juli pakora at $7.00, chhoila or samosa chaat at $9.00. Two khaja plates put two people at $14–17. Going bigger still works if you pick right: a full steamed momo or jhol momo plate is $14.00 and aloo thukpa $14.00, so one of those plus a $7.00 samosa is $21 — a dollar over, worth knowing before you order. Petra Grill
Hummus Sandwiches $6.50 — Two for $13
A Campus West Mediterranean counter with 1,424 Google reviews at 4.6 stars, a couple of blocks down W Elizabeth from Chulo. Order off the bottom of the sandwich board and it is one of the cheapest real meals in Fort Collins: a hummus sandwich is $6.50 and a baba ghanouj sandwich the same, so two people eat for $13.00; hummus with tabbouleh is $7.99 and a fried eggplant sandwich $9.99. Be honest about the rest of the board — the gyro, shawarma, falafel and kabob sandwiches are all $11.99, so two of those is $23.98 and misses. Agave Underground
Street Tacos from $4.00 — Four for $16
A sit-down Mexico City–leaning kitchen on E Foothills Parkway where the tacos de carreta board is the way in under the line: ground beef, taco macho and rajas y huitlacoche are $4.00 each, al pastor, barbacoa, quesabirria, chicken tinga and grilled chicken $4.50, asada and panza $5.50. Four of the $4.00 tacos feed two for $16.00; four at $4.50 is $18.00. The other cheap door is the fideo soup at lunch, $7.50, so two bowls is $15.00 — but the rest of the lunch board sits at $14.95 a plate, which is $29.90 for two and well over. Doug's Diner
Breakfast for Two $18 · Doors at 6am
The Council Tree branch of a NoCo breakfast institution — 1,506 Google reviews at 4.5 stars, and open at 6am every day, which makes it an early option in south Fort Collins. Two eat under the line off the cheaper end of Doug's Grub: a basket of eight stuffed tots is $9.25 and hot oats $8.75, so that pair is $18.00, and biscuits and gravy on their own are $10.25. There are two smaller breakfasts under those, priced $4.00 and $6.50, if you want to come in near $10. Gyro + Hummus Sandwich $18.49
The highest-rated restaurant anywhere on this page — 4.9 stars across 815 Google reviews — in Water Valley in Windsor, a short run east of Fort Collins and worth the drive. Sandwiches are where two people fit: gyro, falafel, and beef or chicken shawarma on pita are all $10.99, hummus with tabbouleh $8.99, a plain hummus sandwich $7.50. A gyro plus a hummus sandwich is $18.49 and two hummus-and-tabbouleh sandwiches $17.98. The near miss worth naming: two gyros is $21.98, so the all-gyro order busts the cap by two dollars. Kabob and shawarma entrée plates start at $20.99 each, and the $14.99 lunch kabobs are $29.98 for two. Open 11am–9pm every day. The 11-inch MOD-size with unlimited toppings reads $11.99 at the 1013 Centre Ave store on MOD's own ordering system, August 2026 — $6.00 a head when two people split it, which is the cheapest honest way through the door. MOD sizes a salad it labels "Mega (Feeds 2)" outright at $13.99, so one order is dinner for both of you without touching the pizza menu. Want your own pie each? Two 6-inch minis with cheese run $15.98. Worth knowing before you go: your first purchase as a MOD Rewards member earns a free MOD-size pizza or salad, which makes round one genuinely two for the price of one. Drinks still fit: two 16 oz fountains add $5.98 and the loaded 11-inch with both lands at $17.97. MOD prices by store, so confirm at yours — the spread across the cities we checked runs $11.89 to $16.59 for the same pizza.

The $5 Firehouse Snackers (BLT, Cordon Bleu, Sweet & Spicy Ham, Turkey Jalapeño half-subs) feed two for $10.75 all-in, and two small 4-inch Hook & Ladders run $12.78. The 8-inch mediums most people order run $10-plus — the only medium pair that stays near the line is the build-your-own ham or turkey.
