Best Machaca Breakfast Burrito in the PNW
An out-of-the-way East Mill Plain taco truck with a covered patio and a deep menu that locals are devoted to — the machaca breakfast burrito may be the best in the Northwest, the bean-and-cheese with crema is a favorite, and the salsa verde is packed with flavor. Reasonable prices put two around $18 with drinks. Carnitas, asada and chicken all deliver. Closed Sun.
El Viejón Taquería y Mariscos
Fish Tacos & Mariscos · Next to a Brewery
A quality Mexican food truck parked beside Vice Beer — top-notch ingredients, a specialty in fish tacos and mariscos (try the El Gobernador shrimp tacos with chipotle aioli), plus asada, al pastor and quesabirria, with verde, rojo and habanero salsas. Grab a beer next door and two eat for around $18. Fast, friendly, daily. Open daily.

An NE Andresen taco truck that lives up to the name — asada, pollo and pastor tacos with grilled onions and great salsa, plus tostadas ($5), mulitas ($5) and burritos ($10–12). Its own menu prices street tacos at $2.50, so four run $10 and two eat well under $20. Fast service, locals' favorite. Closed Sun. Owner-priced.

Best Pho in Vancouver · Bún Bò Huế
A recently-renovated East 4th Plain spot widely called the best pho in Vancouver — robust, aromatic broth (so good you won't want to add a thing), plus bò kho and an excellent bún bò huế, made by a kitchen that takes Vietnamese food seriously. A big bowl is filling; split one with an app and two eat for around $20. The owner remembers your order. Closed Sun.

Authentic Pho · Best-Priced in Town
A welcoming Chkalov Drive spot with authentic broth, fast service (giant bowl in four minutes flat) and free hot tea — and the prices are noticeably lower than other pho places in town, often $3–$5 less per dish. That makes it one of the easiest spots to keep two under $20. Cozy, tranquil and a real local value. Open daily.
Thai Wok Kitchen
Khao Soi & Curries · Large Portions
A longtime East 4th Plain Thai spot, now under caring new ownership — spotless, warm and turning out high-quality, fresh, big-portioned dishes: khao soi, rama thai, pad kee mao, yellow curry and spicy basil, with great fresh rolls and Thai iced tea. Share a couple of plates and two eat for around $20. A consistent local favorite. Open daily.
I Heart Gyro
Huge Gyros & Falafel Plates
A NE 104th Mediterranean spot (4.8 stars) where the gyros are, in many locals' words, the best they've ever had — ridiculously huge, full of flavor, with to-die-for hummus, soft warm pita, falafel plates, red lentil soup and crispy round fries. Wraps now run about $13, so two wraps land near $26 — the two-for-$20 play is splitting one of the huge gyro plates with fries (the lamb is the move). Fresh and friendly. Open daily.

A locally-owned, pup-friendly hot-dog stand on Hwy 99 with fresh-ingredient specialty dogs — the Couve Dog, Chilly Dog with sour cream and chives, Chicago, Italian and Mexican dawgs — plus shakes and a fun, welcoming crew. Two dogs and a soda keep two around $16. Beachy vibe, made with care. Closed Sun–Mon.

Huge Made-to-Order Downtown Sandwiches
A cozy downtown deli on E 8th turning out huge, made-to-order sandwiches with generous, good-quality meat and crisp fresh toppings — the turkey-provolone with onion and cranberry is a standout — alongside genuinely warm service. Great value, so two eat for around $16 (one big sandwich splits nicely). Spotless and beloved. Closed weekends.

A bright, retro 1950s diner on SE 164th with a massive all-day menu — burgers, open-face sandwiches, milkshakes, and a 12oz chicken-fried steak with stuffed cheese hash browns, bacon and eggs for $14.99. Portions are diner-huge (the CFS is "as big as my face"), so split a platter and two eat for around $18. Fast, friendly, open late. Open daily.

A welcoming East Mill Plain breakfast-and-lunch diner run with Meals on Wheels — flaky, buttery biscuits, tender country-fried steak and melt-in-your-mouth eggs, and a no-tip policy (staff are paid a livable wage; you can donate a meal for someone in need instead). That model keeps two around $20 for a great breakfast. Closed Mon–Tue.
Joe Brown's Cafe
Downtown Diner · Huge Portions, Breakfast All Day
A historic downtown diner on Main Street where you're welcomed like a visitor in their home — huge portions, breakfast served all day, big fluffy pancakes, farmer's skillets, turkey melts and chili burgers. Skillets run about $19.99 apiece (too much for two to clear the line on their own), so the two-for-$20 move is a pair of the cheaper plates — a grilled cheese and a deli sandwich land near $19–20. The owner site doesn't post prices, so treat these as our best read. A genuine V-town gem. Open daily.
NYC Pizzeria
Whole Cheese Pie $16.50 (Shared)
A Cascade Park spot for New York-style pies. Its own Slice menu prices a whole cheese pizza at $16.50 — enough for two to share and stay under $20 — with specialty pies $18.50–23.50 and sandwiches under $11. Whole pies only (no slices), so it's a share-a-pie stop. Owner-priced on Slice.
Bortolami's Pizzeria
2-Topping Take & Bake $19.50
A bike-themed Salmon Creek pizzeria. Its own menu prices a 2-topping take-and-bake pizza at $19.50 — the honest two-for-$20 play, since the medium shareable pizzas run higher and the small may not feed two. Owner-confirmed.

3 Tacos $18.45 · 4 Locations
A local mini-chain of taquerías with four Vancouver locations. Its own online ordering prices tacos at $6.15, so three to share run $18.45 (or two, one each, $12.30). Owner-priced.
Bleu Door Bakery
Egg Sandwich $8.50 · Ham & Swiss $5.25
A beloved French-style Uptown bakery-café. Its own menu prices a ham & swiss croissant at $5.25, an egg breakfast sandwich at $8.50 and a butter croissant at $3.50, so two eat breakfast for well under $20 (two egg sandwiches = $17). The specialty breakfast sandwiches ($11) and biscuits & gravy ($10) run higher. Owner-confirmed.

MOD Pizza
One 11" Pizza Split Two Ways — $15.29, Unlimited Toppings
MOD fast-fires an 11-inch build-your-own pizza in about three minutes, and the model is one price however many of the 40-plus toppings go on it — the chain's own words are "the price always stays the same." The 11-inch MOD-size with unlimited toppings reads $15.29 at the 14405 NE Fourth Plain Blvd store on MOD's own ordering system, August 2026 — $7.65 a head when two people split it, which is the cheapest honest way through the door. MOD sizes a salad it labels "Mega (Feeds 2)" outright at $16.54, so one order is dinner for both of you without touching the pizza menu. Want your own pie each? Two 6-inch minis with cheese run $16.58. Worth knowing before you go: your first purchase as a MOD Rewards member earns a free MOD-size pizza or salad, which makes round one genuinely two for the price of one. The trap is drinks — two 16 oz fountains add $7.18 and put the loaded 11-inch at $22.47, past the line, so drink water or drop to the $12.09 cheese build. MOD prices by store, so confirm at yours — the spread across the cities we checked runs $11.89 to $16.59 for the same pizza.

A Pacific Northwest fast-Mexican chain with several Vancouver stores (11500 NE 76th St, 116 NE 117th Ave, 1411 Washington St, 13009 NE Hwy 99). Its own ordering menu prices street tacos at $3.80, so four run $15.20; or two street tacos plus a grilled-chicken burrito ($10.99) is $18.59. Open late — a solid two-for-$20 any night. Owner-priced.

Jacksonville's biggest food export reaches here too: founded in 1994 by two firefighter brothers, now 1,200+ stores — and its own locator lists 2 stores inside Vancouver. The $5 Firehouse Snackers (BLT, Cordon Bleu, Sweet & Spicy Ham, Turkey Jalapeño half-subs) feed two for $10.75 all-in, and two small 4-inch Hook & Ladders run $12.78. The 8-inch mediums most people order run $10-plus — the only medium pair that stays near the line is the build-your-own ham or turkey. Priced on the chain's own ordering system at its Jacksonville San Marco store, July 2026 — prices vary by store, so confirm at yours.
