A cheeseburger is $4.05 and a plain hamburger $3.40, so two people eat for $8.10 — the cheapest real meal in Downey, and it is a burger each rather than a split pizza. Make either one a combo with fries and a drink for +$5.55, which is $9.60 a meal and $19.20 for two, still under the line with a full tray in front of you. The 1/3 lb cheeseburger is $8.05 and puts two at $16.10. One brand menu covers all three Nexx locations — Downey, Orange and Santa Ana — with no per-store pricing.
Pregio Pizza
Pizza counter on Imperial · $9.59 for two
A whole one-topping pizza is $9.59 — and so is the plain cheese and so is the pepperoni, off the shop's own menu page. That is the cheapest sit-down-sized meal for two anywhere in Downey, and it holds until you reach the specialty pies, where Meat Lovers, Supreme, BBQ Chicken and Veggie all jump to $17.59 and still clear the line. One caveat, the same one SaMo Pizza carries on the Santa Monica page: Pregio publishes no diameter on any pie, so ask at the counter before you order for two.
Super Pizza Veloz
Pizzeria on Paramount · $11.99 for two
The menu sells a two-person meal as one line item: “Two 10″ Small Pepperoni Pizzas”, $11.99 for the pair. If you would rather have one bigger pie, the build-your-own with two toppings included runs $7.99 at 10 inches, $9.99 at 12 and $13.99 at 15 — four separate ways to feed two people under the line before you reach a specialty pie. Read off the shop's Slice storefront; the brand's own superpizzaveloz.com refuses every request we make, so the Slice number is the one we can stand behind, and Slice prices can run a little over a restaurant's own counter.
Lucky Guys Burgers
Griddle burgers & breakfast · $12.58 for two
A quarter-pound hamburger is $6.29, so two is $12.58, and the half-pounder at $8.49 puts two at $16.98. Breakfast is the better value still: an egg sandwich is $8.25, a bacon-and-egg $9.25, and Breakfast Special #3 lands at $9.89 — two of those is $19.78 with room to spare. Prices are the pickup set off the shop's own ordering domain; the delivery set on the same menu runs about 10% higher ($6.29 becomes $6.92), and this card quotes the lower one.
Mr Pete's Burgers
Burger-and-breakfast counter, two Downey stores · $13.98 for two
Two hamburgers at $6.99 each = $13.98, or two grilled cheese for the same money; two cheeseburgers is $15.98 and two corn dogs takes the floor down to $12.98. The one-page menu runs to about 200 items across breakfast, burgers, tacos, dinners and shakes, and the useful thing is how late it goes — 7am to 11pm Sunday through Thursday and to midnight on Friday and Saturday, which makes it the closest thing Downey has to a late-night sit-down. Two Downey stores share the menu: 12050 Woodruff Ave and 7811 E Firestone Blvd. Watch the dinner plates, which start at $13.99 and reach $24.99.
Maria's Bar & Grill
Mexican kitchen & bar on Woodruff · $13.98 for two
Two three-stacks of pancakes at $6.99 each = $13.98 on the 9am–12pm breakfast board, which is the cheapest way two people eat here. For something more substantial at any hour, a meat burrito is $10.99 and a bowl of fideo soup $6.99, so $17.98 covers both; a street taco platter of three ($12.99) plus a dinner salad ($6.99) is $19.98. The line is real though — two burritos is $21.98 and two tortas $23.98, both over. Read off the restaurant's own PDF menu.
Downey Pizza Company
Pizza, pasta & a bar · $14.25 for two
Build your own and the cheese pizza is priced by the slice count: $10.75 for six slices, $14.25 for eight, $18.35 for ten. All three clear $20 for two; the twelve-slice at $20.95 is the first one that does not. The weekday lunch board is cheaper again — a cheese or pepperoni slice is $3.95, so two people eat for $7.90 between 11am and 2:30pm — and the bar runs a 3–6pm weekday happy hour with mini-pizzas at half off and five wings for $7.95.
Fernando's Restaurant
Peruvian · $16.00 for two
The saltados and the ceviches run $22 to $27 and every one of them misses, which is exactly why this card exists: the fish taco at the bottom of the seafood list is $4.00, and four of them is $16.00. Chicken or beef empanadas are $7.50 each, papa a la huancaina and yuca a la huancaina are $11.00, so a two-person spread of an empanada apiece plus a huancaina to share is $26 — over. Order the tacos. A well-reviewed room with $23 entrées is not automatically a fail; you just have to read the cheap end of the menu first.
DIOSA Downey
Modern Mexican — happy hour only · $16.00 for two
The most expensive kitchen in Downey has the most generous happy hour. Mexican street corn is $8 and chunky guacamole $8, so $16.00 puts a proper shared spread on the table; corn taquitos are $10, ahi lettuce wraps $12, and three street tacos, a chicken quesadilla or birria nachos are $14 each. The saving is the point — that same street corn is $14 on the dinner menu and the guacamole $20, where entrées run $28 to $78 and two people would not get out under $56. Windows: Tue–Thu 3–6pm and 9pm–close, Fri–Sat 3–6pm and 10pm–close, and all day Sunday. No modifications on happy-hour items.
Los Pollos 3
Cuban-Mexican rotisserie chicken · $17.50 for two
Chicken marinated in Cuban mojo and Mexican spice, on Florence since 1990. Two taco combos — each a taco with two small sides — are $8.75 apiece, so $17.50 for two. The a-la-carte board does the same job differently: eight pieces of chicken with salsa and tortillas is $17.50 flat, three pieces is $8.50, and the chickenless side of the menu runs tamales and enchiladas at $3.99. Burrito combos are $9.75 each, which puts two at $19.50 and still under.
Baby Bros Pizza & Wings
Pizza & wings on Lakewood · $17.99 for two
A 12-inch medium cheese pizza is $17.99 and cuts into eight slices — four each. It is the only build on this menu that clears: the 14-inch large is $21.99, the 16-inch $25.99, and every specialty pie starts at $24.99 for the medium. So this is a one-order restaurant, and the order is the medium cheese. Priced off the shop's Slice storefront.
Fatima's Grill
Lebanese-Mexican · $18.36 for two
The Downey cult favourite where a Lebanese kitchen took on a taqueria menu. Asada and pollo tacos are $4.59 each, so four tacos — two apiece — is $18.36; the street birria taco is $4.79 and the shawarma, brisket, fish and shrimp tacos all $4.99, which still leaves a four-taco build at $19.96. Do not go near the rest of the board on this budget: the quesa tacos start at $16.99 each, the crunch wraps at $17.99, and the specialty fries at $19.54.
Yolys Mexican Kitchen
Mexican kitchen on Gallatin · $18.56 for two
Work the taco list, not the combo list. Chicken tacos are $4.64, so four is $18.56; carnitas and asada are $5.14 and papa, chicharrón and hard-shell $4.11, which means a mixed four-taco order lands anywhere from $16.44 to $19.56. The combos are the trap — the cheapest is a tamal-and-taco plate at $15.44 and two of those is $30.88, half again over the line. Sopes are $6.17 and an enchilada a la carta is $5.14 if you want to build sideways.
The honest number: 238 Downey restaurants swept, 13 of them publish a menu we can read a price from, and all 13 clear $20 for two. The cheapest is Nexx Burger at $8.10. Everything else in town is either unverified or publishes nothing.
