The Utah institution (since 1953) and the home of the pastrami burger — a charbroiled patty piled with hot pastrami and that famous fry sauce. The signature Crown Burger now runs about $8–9, so two burgers still squeak in under $20 (fries and onion rings are à la carte). Several locations around the valley, each with the Greek-diner vibe. Siegfried's Delicatessen
German Deli · Schnitzel & Reuben
A downtown German deli-and-market since the old days — quick-serve, order at the hot bar and grab a window seat. The schnitzel plate with red cabbage, potatoes and spätzle is about $14 and the reuben around $10, with generous portions and a little market to browse. Two do sandwiches for ~$20, and don't skip the curry ketchup. Closed Sun.
Los Tacos De La State
Best Al Pastor · 4 Tacos for $10
A 4.9-star South State hole-in-the-wall locals call the best al pastor in the city — real pineapple, fresh tortillas, quesabirria, and burritos the size of your head. The special is four tacos for $9.99, so two feast for around $20 with guac to spare. Tiny seating, so takeout's the move. A genuine mom-and-pop gem. Closed Sun.

A CDMX-style taco cart on State Street with covered seating in the old Sears lot — light tortillas, ~$2 tacos (the al pastor quesadilla is a standout), and burritos so huge one is a full meal. Open till midnight every day, so two can eat a big late-night spread for around $15–20. Cash-friendly; a brewery across the street sells beer to-go. Open daily.

Best Pho in Utah · One Bowl Feeds Two
A bustling South Salt Lake Vietnamese spot many call the best pho in Utah — a rich, clean broth, the oxtail-loaded Pho 33, plus basil beef and fried rice. A single large pho is genuinely enough for two, or two bowls plus shared spring rolls keep two around $20. Fast, friendly, spacious. Closed Mon.

Famous Banh Mi
A bright, beloved Vietnamese sandwich shop on South State known for some of the best banh mi in the state — honey-glazed pork, spicy garlic ribeye, lemongrass chicken, curry — plus pho and rice plates. Banh mi now run $9–10, so two grab sandwiches for right around $20. Quick, fresh, popular. Closed Sun.
Pacific Seas Restaurant
Tongan & Samoan Plates
One of the best spots in the valley for Tongan and Samoan food — turkey tails, sipi (lamb), kalua-style chicken, ota (raw fish), with big, hearty plates and friendly service. Plates run a touch higher than a taco joint but stay under $20, so two share a couple of plates for around $20. A rare and worthwhile taste of the islands. Lunch only; closed Sun.

A tiny, authentic Thai spot across from Pioneer Park where the chefs cook everything fresh to order right in front of you — drunken noodles, red curry, pad see ew, daily specials — at fair prices. No indoor seating (tables outside by the park), but the food's the draw, so two eat for around $20. A downtown favorite. Closed Sun.

A downtown State Street institution slinging thin, crispy New-York-style slices till 3am every night — the potato-bacon and the loaded Tritalian are favorites, with ranch on standby. Slices run about $4, so two split a few slices for around $15–18, any night of the week. Gritty, late-night, and the people-watching is free. Open daily.
The Park Café
Beloved Diner · Big Breakfast
A SLC breakfast-and-brunch institution by Liberty Park, warm and family-run, with huge portions at good prices — the Base Loaded skillet, corned-beef omelet, French toast, plus gluten-free options across the board. Two eat a full breakfast for around $20, and there's heated outdoor seating for the wait. Open daily.

Vegan Sandwiches & Banh Mi
A 4.8-star sandwich shop (with a cute gift shop next door) doing vegan sandwiches so good you genuinely can't tell — a standout banh mi, a Philly fans call the best they've had, Italian, buffalo, and a great pesto, plus lavender lemonade. Generous and affordable, so two eat for around $15–20. Friendly owner, outdoor seating. Closed Sun.
Grumpy Dough
Killer Breakfast Sandwiches
A food truck with minimal seating turning out some of the best breakfast sandwiches in the city, made to order on glossy brioche — the Manila (Filipino longganisa, egg, spicy mayo, pickled papaya), the bulgogi, and the namesake Grumpy with caramelized onions. Two of the fancy sandwiches now run $22–25, so stick to the bacon-egg-and-cheese to keep two near $20. Limited days, so check before you go.
Sicilia Pizza & Kitchen
Cheese Pie $11.99 + Garlic Bread — $16.49 for Two
A family-run downtown Sicilian slice shop on Broadway. Off its own site a whole cheese pizza is $11.99 and garlic bread $4.50, so two split a pie-and-bread meal for $16.49 (about $17.77 with tax). The baked subs run $10-plus each, so the shared pie is the value play.
The Other Place
Two Full Breakfasts — $17.90
A Greek-American diner downtown since 1986. Its own menu prices a two-egg breakfast at $8.95, so two eat full breakfast plates for $17.90 — about $19.29 after tax, under but close. All-day breakfast plus gyros and comfort plates.
Free Wheeler Pizza
Two Subs $8.05 — $16.10 for Two
SLC's original pizza shop, going since 1977. Its own Slice ordering page lists $8.05 subs, so two eat for $16.10; a whole $12.99 cheese pie plus $3.18 garlic bread ($16.17) is another owner-priced shared build.
Himalayan Kitchen
Shared Curry + Naan — $16.90
An award-winning downtown Nepali-Indian spot on State St. Off its own site chana masala is $12.95 and garlic naan $3.95 — a $16.90 shared vegetarian meal (veggie momos $12.95 plus naan is even cheaper). Most entrées run $15–20 each, so the shared build is the two-for-$20 move.

MOD Pizza
One 11" Pizza Split Two Ways — $12.89, Unlimited Toppings
MOD fast-fires an 11-inch build-your-own pizza in about three minutes, and the model is one price however many of the 40-plus toppings go on it — the chain's own words are "the price always stays the same." The 11-inch MOD-size with unlimited toppings reads $12.89 at the 1010 E 2100 S store on MOD's own ordering system, August 2026 — $6.45 a head when two people split it, which is the cheapest honest way through the door. MOD sizes a salad it labels "Mega (Feeds 2)" outright at $14.89, so one order is dinner for both of you without touching the pizza menu. Want your own pie each? Two 6-inch minis with cheese run $13.78. Worth knowing before you go: your first purchase as a MOD Rewards member earns a free MOD-size pizza or salad, which makes round one genuinely two for the price of one. Drinks still fit: two 16 oz fountains add $6.78 and the loaded 11-inch with both lands at $19.67. MOD prices by store, so confirm at yours — the spread across the cities we checked runs $11.89 to $16.59 for the same pizza.
El Pollo Loco
À La Carte Quesadillas $7.99 — Two for $15.98 · Cheese Quesadilla $2.49
The LA-born fire-grilled chicken chain — first US stand opened on Alvarado Street in 1980, now roughly 480 stores across California, Nevada, Arizona, Utah, Colorado and Texas — keeps a Salt Lake City store at 1120 S 300 W per its own locator API; verified July 2026. Prices from our July 2026 read of the chain's own menu: the à la carte chicken quesadilla is $7.99 — two for $15.98 — and the just-cheese quesadilla is $2.49, while fire-grilled chicken combos push close to the line, so quesadillas are the sure two-under-$20 play. Prices vary by store, so confirm on yours in the app.
Bad Ass Coffee of Hawaii
Breakfast Sandwiches $7.38–$7.81 — Two + a Small Drip $18.76
Born at a Kona coffee-farm stand in 1989 and named for the donkeys that hauled coffee down the volcano slopes, the Hawaiian-coffee franchise is now about 40 stores strong — Utah was its mainland launchpad for years, and the Salt Lake Valley store sits next door in West Jordan at Gardner Village. The food play is the breakfast-sandwich board, served all day on King's Hawaiian sweet bread: bacon or sausage egg-and-cheddar, the Aloha (ham, egg, swiss, grilled pineapple, BBQ drizzle) and the Spam-stacked Bad Ass One. Off the West Jordan store's own published menu (August 2026): egg-and-cheddar sandwiches $7.38, the Aloha and Bad Ass One $7.81, small drip $4.00 — two sandwiches plus a shared drip is $18.76–$19.62, either way under the line. The $7–9 flavored lattes are where the math breaks; stick to drip and it holds.

The Pick 6 lets two people build a shared meal — choose six items across wings, tenders, and sides — starting around $19.99. A reliable two-for-$20 play at any BWW. Dine-in or takeout; pricing varies slightly by market.
Del Taco
Get A Lot Pack $8.99 · $1–3 Value Menu
The California-born taco-and-burger chain — Del Tacos, crinkle fries, quesadillas and a deep $1–3 value menu — has several Salt Lake City stores, including 809 E 400 S downtown and 3010 Highland Dr in Sugarhouse (both on Del Taco's own locator). Two share a Get A Lot Pack (a pile of tacos and burritos) for $8.99, or build a spread off the value menu, and eat for well under $20 any day — even with SLC's ~7.75% tax. Taco Tuesday runs 3 tacos for $2.49. Most stores open late.
