Any two Beginner Rolls for $13.99 on the weekday lunch board, served Monday to Friday until 3pm — the cheapest sit-down meal for two downtown. One beginner and one lover's roll is $16.99. The hot lunch plates (sesame chicken, chicken teriyaki, vegetable tempura) are $11.99 each, so two of those is $23.98 and misses.

Junkyard Nachos at $16.99 — beef, chicken, BBQ pork or red or green chili, and a plate the menu itself describes as "just too big and too crazy to put into print." That is the play here, because everything else comes in pairs that don't fit: the next-cheapest starters are $10.99 each, so two of anything lands at $21.98.
A bean-and-cheese burrito ($11.00) + a taco ($6.50) = $17.50. The tacos come with barbacoa, carnitas, asada or al pastor, on flour or corn, and the meat burritos are $15.00. Open seven days, 9am to 9pm.
A regular calzone — mozzarella with up to three toppings and a marinara cup ($10.99) — plus regular cheezy bread ($6.99) = $17.98. Salads are $7.99 across the board and pizza bones, their bread sticks, are $4.99, so there is more than one way under the line here.
The Pershing — peanut butter, banana and honey ($8.59) — plus the Vedauwoo Veggie, five toppings of your choice ($9.49) = $18.08. Nearly every sandwich on the board is named for something in southeast Wyoming: the Happy Jack, the Snowy Range, the Tom Horn. Most of the meat ones run $10.89.
Fry Bread Sopapilla Nachos ($10.00) — sopapilla dough under carnitas, cheese, salsa and sour cream — plus chips and queso with house-made flour tortillas ($9.00) = $19.00. If you'd rather finish sweet, four beignets rolled in cinnamon sugar are $9.00, which makes a savory-plus-dessert build for two the same money.

The cheapest full meal for two anywhere on this site's Plains pages, served inside a streetcar that ran Cheyenne's streets from 1894 to 1912 and has been a diner at this spot since 1926.
Two Burritos on the Go with bacon, sausage or ham at $7.00 each = $14.00, from a place that calls itself the Home of the Breakfast Burrito and decorates in Elvis. Two pancakes are $6.00 and a no-meat burrito is $5.50 if you want to go lower. The menu prices are cash and debit prices — card payments add 4%.

A refried bean tostada ($7.00) + a bean-and-beef or chicken tostada ($9.00) = $16.00. The guacamole tostada is $9.45 and the avocado and deluxe are $11.00 each, so there are several pairs under the line. Tortas start at $13.45 and the sit-down favourites run $15.25–17.45.
A Tostada Grande — a fried flour tortilla with beans or meat, cheese, lettuce and tomato ($10.25) — plus a bowl of green chili with warm tortillas ($6.75) = $17.00. Two gorditas are $10.99 and the taco salad is $11.49, so the cheap end of this menu has room. Open from 6am, closed Sundays.

A bacon-and-egg breakfast burrito ($10.34) + three pancakes ($6.68) = $17.02 off their own ordering page. The burrito list — sausage and egg, chorizo, ham and egg, potato-egg-cheese — is all $10.34, and pancakes are the cheapest thing on the menu. The sit-down plates are another matter: huevos rancheros is $19.79 and the Mexican omelet $23.99.
Two lunch plates at $9.95 each = $19.90, and it is not a token lunch board — two enchiladas, two tacos, a chile relleno, a burrito or a chimichanga all sit at that price. Breakfast is the other way in: the spinach omelet is $9.95 and huevos rancheros $11.95. A second location sits at 2414 W Lincolnway.
