Best Cheap Eats in Cincinnati, OH
Two People, Under $20

🌆 Cincinnati, OH  ·  16 spots  ·  Updated August 15, 2026

Cincinnati — the Queen City — eats like nowhere else. It has its own kind of chili (ladled over spaghetti, buried in cheese), its own breakfast meat (goetta), and a creamy-whip and French-pot ice cream culture all its own. We re-checked every card against menus the restaurants themselves control, August 15, 2026: a 3-Way at the James Beard-winning parlor is $8.75, Eli's pulled pork is $8, and LaRosa's own homepage is selling two medium pizzas for $15.98. Where a kitchen publishes no prices, we say so instead of guessing. Here is where two people eat the city's greatest hits without breaking a twenty.

Camp Washington Chili

Two 3-Ways — $17.50  💡 Open 24/6

A James Beard American Regional Classic serving Cincinnati chili since 1940 — and the only parlor in town that publishes its prices. Their own menu PDF: a 3-Way is $8.75, so two people eat the city's signature dish for $17.50, around the clock, six days a week. A 5-Way is $8.95 and cheese coneys $3.00. Honest note: adding a coney to each plate ($11.75 a head) pushes the pair to $23.50, and even one shared coney tips the ticket to $20.50 — the plates alone are the deal.

Eli's BBQ

Two Pulled Pork Sandwiches — $16.00  💡 Shared Side Makes It $19.50

The riverside smokehouse that made Cincinnati a barbecue town. Their own menu prices the pulled pork sandwich at $8, so two are $16.00 — and a shared $3.50 side (the jalapeño-cheddar grits are the move) lands the whole meal at $19.50, still under the line. Riverside Drive original plus a Findlay Market stall. Hours aren't posted on the owner site, so call before a long drive.

Graeter's Ice Cream

Two Single-Dip Sundaes — $15.50  💡 Two Cups $12

A Cincinnati institution since 1870, hand-crafting French-pot ice cream in small batches — the black raspberry chocolate chip is legendary. Per Graeter's own ordering menu at the OTR shop: a single-dip cup is $6, so two are $12, and a single-dip classic sundae is $7.75 — two full sundaes for $15.50. Fourteen shops across the area, anchored at 1401 Vine.

Gomez Salsa

Turtle + Taco — $17.00  💡 The Turtle Is $13 Now

The Over-the-Rhine walk-up window famous for the Turtle — a burrito sealed shut with a cheesy tostada crunch — and a rare card where the price drifted down. On the owner ordering menu the Turtle is $13, not the ~$16 we used to print. What works: a Turtle plus a $4 taco is $17, or a 3-taco order ($12) plus a taco is $16. What doesn't: a bowl each ($13 apiece) is $26, and two 3-taco orders run $24. Second window in Walnut Hills.

Zip's Cafe

Two Zipburgers — $19.50  💡 Zero Room for Fries

The Mt. Lookout tavern that's been griddling the Zipburger since 1926 — and the tightest math on this page. Owner menu PDF: the Zip Burger is $9.75, so two plain ones land at $19.50 with fifty cents to spare. That's the whole deal. Cheese takes each to $10.25 ($20.50 for two), fries are $3.75, and our old "two burgers and sides" claim actually rings up around $27 — any side breaks the twenty. Order the burgers, drink water, enjoy a Cincinnati institution.

Sugar n' Spice

Wispy-Thin Stack + Breakfast Platter — $18.50  💡 Two Specials Run $24

A Cincinnati diner since 1941 known for wispy-thin pancakes, overstuffed omelettes, and grilled goetta — and a correction to our own card. Per the owner menu at Reading Road, the Breakfast Special is $12, so two of them are $24, not "around $20." What does work: a full wispy-thin stack is $6.50 and the Breakfast Platter is $12 — $18.50 covers two people — and two omelettes squeeze in at $19.50. Reading Rd, OTR and Blue Ash.

Pho Lang Thang

Banh Mi ~$10 — Call for Current Prices  💡 Opens 7am Thu–Sun

The Findlay Market Vietnamese anchor since 2011 — pho, banh mi, Vietnamese iced coffee. Straight talk on prices: the restaurant's menu page is currently misconfigured (it serves its sister restaurant's stub) and its ordering system blocks checks, so we can't verify a number. Banh mi have run about $10, which would put two around $20, but call first. What we can confirm: the hours changed — it now opens at 7am Thursday through Sunday for early bakery hours, 11am the rest of the week.

Taste of Belgium

Shared Breakfast Plate — $16.00  💡 Share-Based Only

Born at Findlay Market, built on authentic Liège waffles. The honest math from the owner menu: topped waffles run $9–12, so two are $18–21 — coin-flip territory — and two full Breakfast Plates top $32. The reliable under-$20 route is sharing the $16 Breakfast Plate or splitting one big topped waffle. The company filed Chapter 11 in January 2026, a few months after closing the Vine Street flagship (September 2025); Findlay Market, The Banks and Rookwood are open and pouring.

Putz's Creamy Whip

Soft Serve for Two  💡 Cash Only · No Posted Prices

A west-side creamy whip stand and Cincinnati summer ritual since 1938 — cones, malts, shakes and brownie sundaes served at a walk-up window on its own little street, Putz Place. The owner site confirms it's open 10am–9pm in season and cash only, but publishes no menu prices, so we won't print numbers we can't prove. It is a soft-serve stand; two people breaking a twenty here would take real effort. Call if you need certainty.

Eating cheap in Cincinnati: the densest cluster is Over-the-Rhine and Findlay Market — Pho Lang Thang, Taste of Belgium's market café, Gomez Salsa, Eli's market stall, and Graeter's OTR are all walkable. Order chili “three-way” (over spaghetti) and try goetta at breakfast — they're the local rites of passage. Watch the quirks: Putz's is cash only and seasonal, Camp Washington is closed Sundays (but open 24 hours the other six days), Taste of Belgium's Findlay Market café is closed Mondays, and Pho Lang Thang now opens at 7am Thursday–Sunday for bakery hours.

White Castle

Sliders À La Carte · Breakfast Combos — Two Under $20

The 1921-born slider empire keeps roughly nine castles inside Cincinnati and about thirteen across the metro — its own locator hides the count behind scripts, so treat that as a close estimate. Our July 2026 cart read at the chain's Las Vegas castle sets the pattern: Original Sliders $1.39 à la carte — ten built one by one is $13.90, cheaper than the bundled Shareable Meal unless you want its fries and drinks — the Breakfast Bun combo (sausage-egg-&-cheese slider, hash brown nibblers, coffee) $7.97, two breakfasts for $15.94, and the Crispy Chicken Combo $9.56, two for $19.12, while beef combos run past the line. Prices shift castle to castle, so run the same math on your store's menu in the app before you order.

Jet's Pizza

$5 Off Any Specialty Pizza Online — Medium All Meaty $17.87

The Detroit-style original — Sterling Heights, Michigan, 1978, the chain that made the buttery, caramel-crusted square a national thing — blankets the metro with 14 stores — Cincinnati proper plus Mason, Milford, Montgomery, Lebanon, Hamilton, Middletown and the Northern Kentucky river towns of Florence, Ft. Wright and Newport. The play is the $5 Off Any Specialty Pizzas deal built into the chain's online ordering menu: a medium All Meaty (pepperoni, ham, Italian sausage, bacon, hamburger) listed at $22.87 on our August 2026 read at the chain's Denver store and rang up $17.87 with the deal applied — under the line with room for tax, and a medium is eight big slices, plenty for two. It's a deals-menu item so it can rotate out — and if it does, texting your order to your store takes 15% off menu-priced pizza, a deal the Harrison Ave store advertises on its own page. Prices vary by store, so run the math at yours before checkout.

Firehouse Subs

$5 Snackers — Check Your Store · Born in Jacksonville 1994

Founded in 1994 by two firefighter brothers, now 1,200+ stores. The pattern deal: $5 Firehouse Snackers (BLT, Cordon Bleu, Sweet & Spicy Ham, Turkey Jalapeño half-subs) fed two for $10.75 all-in on our July 2026 read — but that read came from the chain's Jacksonville San Marco store, and both the Cincinnati store list and Cincinnati pricing sit behind a locator and menu our checks can't read. Treat the Snacker math as a template, confirm the store and the price in the app before you drive.

Skyline Chili

3-Ways & Coneys — Prices Vary by Parlor

The biggest name in Cincinnati chili, and the one card here we'd love to price and can't: Skyline's corporate menu lists every 3-Way, 4-Way and coney — and not a single dollar figure. It says "prices vary," and its ordering pages block checks. For scale, the parlor across town that does publish (Camp Washington) sells a 3-Way at $8.75, and a Skyline 3-Way in the $8–10 band is consistent with that — but consistent isn't verified. Two 3-Ways almost certainly land near the line; check the menu board at your parlor.

LaRosa's Pizzeria

Two Medium 1-Topping Pizzas — $15.98  💡 Owner Homepage Promo

The Cincinnati family pizzeria since 1954, with the sweet, slightly Sicilian-style sauce every local grew up on — and right now the best verified pizza math in the city. LaRosa's own homepage is advertising 2+ medium 1-topping pizzas at $7.99 each: order two and it's $15.98 for two whole pizzas, cheaper than the single-medium-to-share we used to card at ~$20. It's an advertised promo, so it can rotate — if it's gone, the regular menu still keeps a shared medium near the line. One phone number reaches every store: 513-347-1111.

Penn Station East Coast Subs

Grilled Subs for Two — Check the App  💡 Founded in Cincinnati, 1985

This one is a hometown story other lists get wrong: Jeff Osterfeld opened the first Penn Station in Cincinnati in 1985 — Milford is where the headquarters sits today, not where the chain was born. Grilled hot subs, fresh-cut fries, fresh-squeezed lemonade. On price we have to be straight: the owner site lists the full lineup but no dollar figures, and the ordering system blocks checks, so we can't verify the "two subs around $18" we used to print. Check your store's app before counting on it.
