A longtime family Mexican restaurant on Franklin Blvd. Off its own GotoEat menu taco and burrito dinners are $12.95–13.95 with rice and beans, so two bean-burrito plates plus sodas come to about $16.95.
Canton Restaurant
Cantonese Plates — Two for $18.90
An old-school independent Cantonese spot in Tallac Village. Off its own GotoEat menu vegetable chow mein is $9.95 and vegetable fried rice $8.95, so two shared family-style plates come to $18.90.
Queen Sheba Ethiopian
Ethiopian Veg Combo $19 (Shared)
The page's first Ethiopian spot, on Broadway near Midtown. Off its own menu the signature Vegetarian Combo is $19 — a full injera platter of stews built to share, feeding two (water is free). It is tight, so leave paid drinks off.
Đức Hương Sandwiches
Bánh Mì for Two — Under $12
A Stockton Blvd banh mi counter open 6am–8pm daily. Sandwiches run roughly $4–6 now (the old $3.25 floor is history), so two people still eat for around $10–12. Fast, cheap, and reliably packed.
Taqueria Los Perrones
$1 Tacos on Wednesdays
A south Sacramento taco stand with a cult following — $1 Tijuana-style street tacos every Wednesday at the 4495 Mack Rd location (posted on their own Instagram), regular tacos about $3 other nights. Open evenings 6pm–midnight; two people feast for $10–15.

Tamales & Combo Plates for Two
A Franklin Blvd Mexican market making tamales from scratch — pork and chicken are $2.09 each, beef and cheese-jalapeño $2.49, or $19.50–21.50 by the dozen. Four tamales for two people runs about $8.50–10. Open early, seven days.

An East Sacramento counter shop with a free salsa bar. Regular burritos have climbed to roughly $8–9, so two people with the salsa bar doing side-dish duty land around $16–18. Closed Sundays.

A Northgate taqueria for street tacos, sopes, tortas, and Mexican breakfast. Street tacos run about $3.50 and sopes around $5, so two people each build a plate for around $20. The quesadillas, burritos, and asada plate run higher, so stick to tacos and sopes to stay in budget.

💡 Sacramento Pro Tip: The best cheap eats here are scattered across the neighborhoods, not downtown. The Stockton Blvd "Little Saigon" corridor is loaded — Đức Hương and Banh Mi House for bánh mì, Yee Cheong for rice plates — while Mack Road has Wednesday $1 tacos and Franklin Blvd has La Esperanza tamales. Midtown adds Thai, sourdough slices, falafel, and burrito joints. A $20 budget goes further here than in SF or LA — and bring cash for the trucks and Đức Hương.

CPK — the chain that invented the BBQ chicken pizza in 1985 — prices like the sit-down restaurant it is: two people each ordering a main start at $33.58. The honest under-$20 route is to split. Every pizza is a 6-slice thin crust, and the cheapest, the Margherita, reads $17.69 at the 1735 Arden Way store on CPK's own online ordering, August 2026 — $8.85 a head when two people share one. The Traditional Cheese is $18.69 and the Mac 'N' Cheese, the cheapest main plate at $16.79, splits the same way. With actual kids along the math turns kind: every CPKids pizza and pasta entrée is $8.49. The traps are ordering like two separate customers and the specialty list — pizzas beyond the basic three start at $19.69, and drinks push even a split pizza to the line, so it's a water-and-share play. CPK runs exactly three price tiers nationally — $16.69 to $18.69 for the same Margherita — so confirm at yours; the dine-in menu can read slightly different from the ordering site.
MOD Pizza
One 11" Pizza Split Two Ways — $15.84, Unlimited Toppings
MOD fast-fires an 11-inch build-your-own pizza at one price however many toppings go on it — but the map first, honestly: there is no MOD inside the Sacramento city line. The nearest store is 2100 Arden Way, in Arden-Arcade, an unincorporated pocket of Sacramento County. The 11-inch MOD-size with unlimited toppings reads $15.84 there on MOD's own ordering system, August 2026 — $7.92 a head when two people split it, which is the cheapest honest way through the door. MOD sizes a salad it labels "Mega (Feeds 2)" outright at $17.09, so one order is dinner for both of you without touching the pizza menu. Want your own pie each? Two 6-inch minis with cheese run $18.18. Worth knowing before you go: your first purchase as a MOD Rewards member earns a free MOD-size pizza or salad, which makes round one genuinely two for the price of one. The trap is drinks — two 16 oz fountains add $7.18 and put the loaded 11-inch at $23.02, past the line, so drink water or drop to the $12.84 cheese build. The 8-inch mediums most people order run $10-plus — the only medium pair that stays near the line is the build-your-own ham or turkey.
