Wheeling is one of West Virginia's oldest and most characterful cities — a Victorian Ohio River town where the state was literally born (West Virginia Independence Hall) and where the historic Centre Market district anchors the food scene. Two only-here institutions define it. DiCarlo's Pizza lays cold, unmelted provolone on its square Ohio Valley pie after the bake — don't knock it 'til you've tried it — and its own menu prices two 4-slice combos, drinks included, at $13.90. And Coleman's Fish Market has slung its giant battered fish sandwich in Centre Market since 1914 — famously cheap, though the price isn't printed anywhere Coleman's controls. There's no pizza like it. DiCarlo's bakes a square Ohio Valley pie, then lays the provolone on cold and unmelted after it comes out of the oven — a bit of weird, wonderful pizza science. The owner menu makes the math easy: a 4-slice combo with a 20oz drink is $6.95, so two people get eight slices and two drinks for $13.90. Slices are $1.55 solo, and a 12-slice tray at $18.60 splits under the line too. One catch: the combos are in-store only — and the family's real site is dicarloswv.com, not the similarly named national DiCarlo's chain's.

Coleman's Fish Market

The Famous Fish Sandwich  💡 Price Isn't Posted — It Stays Cheap

A Wheeling rite of passage in the historic Centre Market house since 1914. The giant fish sandwich — freshly battered, fried and stacked on plain white bread — has a cult following and the lines to prove it; ask for the bread on the side to keep the fry crispy. Honest note: Coleman's own menu prints no prices at all, just "prices subject to change," so we won't invent a number. One of the few creperies in the state and a Centre Market destination in its own right — savory crepes, creative paninis with a cup of tomato soup, and the 'Last Tango' dessert crepe. A funky, beloved local hangout. What we owe you straight: the restaurant's own website is dead and no owner-controlled menu exists online, so we can't print the math. Old menus put crepes in the $8–11 range, which would keep two in the mid-teens — but call (304) 233-1606 for current prices and hours before you make the trip.

A Wheeling red-sauce institution whose house spaghetti sauce is so beloved locals buy it by the jar — and correcting our own old card, it's a lunch play. Per their own ordering menu, luncheon pastas are $10.00 each from 11am to 3pm, so two plates hit $20.00 exactly — at the line, not under it. The honest under-$20 order is one $10 pasta plus a cup of the Italian wedding soup, landing two at $16–18. At dinner, pastas start around $14 and two people run $28-plus. Go at noon.

A downtown favorite turning locally sourced ingredients into creative, chef-driven plates — and it lives right at the edge of our budget. From the owner's own menu PDFs: the small Mama's Mac is $8, so two are $16, and the quarter-pound LTOP burger with fries is $12 — burger plus a small mac lands at $20.00 on the nose. Two burgers are $24 and the bigger plates run $16–24, so this is a share-small-plates card: near budget, not comfortably under it.

A small Wheeling gem for the real thing, and the best-verified math on this page. Straight off their own menu: quesabirria tacos are $5 each, so two apiece plus a $4 order of chips and queso feeds two for $14.00. Four street tacos at $3.75 with $3 chips and salsa is $18, and two $10 rice bowls hit $20 exactly. Premium meats add a dollar each — the budget survives that too.

The old Ye Olde Alpha is gone, but its longtime home lives on as the Alpha Tavern — same relaxed neighborhood-pub feel, open seven days. Owner-menu math says this is a share card: a pound of wings ($13.99) plus a side of slaw ($3.99) is $17.98, or split the 4-slice personal pizza ($14.55) with slaw for $18.54. Order two mains and you're out — burgers are $14.99, so a pair runs about $30. Share the personal pizza or a pound of wings and you're fine.

The Market Vines – Wine Bar & Grille: a small, atmospheric room in the Centre Market district with a nice list of pours and shareable plates — a relaxed way to cap an evening of wandering the historic market. It publishes no menu anywhere it controls, though, so our old "$18 for two" claim comes down.
