Read this before you budget — and before you trust anyone else's "Richmond" list. The City of Richmond taxes prepared food at a flat 13.5% (7.5% meals + 6% sales, rva.gov), the state's highest tier alongside Hampton and Newport News; $20 out the door is $17.62 on the menu, so several cards here pass on the menu and tip a little over once tax lands — budget it. The bigger trap is the county line: aggregators file Short Pump and Glen Allen (Henrico, 10%) and Midlothian and Bon Air (Chesterfield, 6%) under "Richmond," and even Tarrant's West prints "Richmond, VA 23233" when it's really Henrico. Every card below was checked to a real City-of-Richmond address. Two Richmond-only quirks: a beer by itself is a taxable "meal" here (not in Henrico), and the city's multi-year meals-tax billing fiasco is the spine of the section below.

Tarrant's Cafe
Split a 10" Cheese Pizza — $11.95 (the county-line proof)
The single clearest demonstration of this whole site's premise, and it's one restaurant with two addresses. Tarrant's Cafe downtown (City of Richmond, 13.5% tax) and Tarrant's West in Henrico (10% tax) run the same RVA Hospitality menu at the same printed prices — only the tax changes across the county line. A 10" cheese pizza is $11.95, so split one and two people pay $13.56 out the door in the city vs $13.15 in Henrico. The money shot: the same pizza-plus-a-cup-of-soup order ($17.90 on the menu) comes to $20.32 in Richmond but $19.69 in Henrico — the identical meal passes two-under-$20 on one side of the line and fails it on the other. (And note: the West menu literally prints "Richmond, VA 23233" even though it's Henrico.)
Kobop RVA
Sticky Nuggs + Nashville Fries — $15
The Korean-Mexican counter that grew out of a VCU taco cart, now inside Väsen Brewing in Forest Hill — and it tops both of Yelp's Richmond lists, cheap eats and food deals. Off the owner menu, a ½-lb of Sticky Nuggs is $9 and Nashville Fries are $6, so two share for $15 — about $17.03 with Richmond's 13.5% tax, the cleanest out-the-door ticket on the page. A whole shared plate — Korean Tacos (3), Bao Buns (3) or a 1-lb of Sticky Nuggs — is $16 ($18.16 taxed).
El Gallo Pinto Costa Rica
Three Pupusas — $15.75
The anchor of the Hull Street Latin corridor, and a Central American cheap-eats machine — Costa Rican and Salvadoran, open from 5:30am. Off the owner menu, everything is à la carte: a pupusa is $5.25, an empanada or tamale $5.99, a gordita $6.50. Three pupusas is $15.75 (about $17.87 taxed); two pupusas plus an empanada is $16.49. Watch the Chesterfield line at the far end of Hull St — this 6300 block is confirmed city.
Mama J's Kitchen
Wingettes + a Side — $17 (or Two Kids Plates — $14)
Jackson Ward's soul-food anchor, opened 2009 and named for Velma "Mama J" Johnson. The full fried-chicken and catfish dinners run $16–17 apiece — over for two — so name the order, not the plate: off the owner menu, Chicken Wingettes are $12 and every side (mac & cheese, collards, candied yams, potato salad) is $5, so wingettes plus a shared side is $17 ($19.30 taxed). Cheaper still: two kids plates at $7 (catfish nuggets or chicken tenders, with chips and a drink) is $14.
BunaKurs Ethiopian Café
Ertib + Sambusa — $16.50
A woman-owned Ethiopian café in Jackson Ward (Lily Fasil, opened 2022) — the kind of card no competing RVA list carries. Off the owner menu, the Ertib potato sandwich is $10.50 and a Sambusa is $6, so two eat for $16.50 (about $18.73 taxed); the shareable Lala Shiro stew with injera is $17.50 on its own. The bigger Awaze Tibs ($21.50) is over, so keep to the shiro or the sandwich-and-sambusa build.
GWARbar
BYO Scumdog + German Pretzel — $17
Genuinely a Richmond artifact — the bar owned by the metal band GWAR — and genuinely cheap. Off the owner menu, a Build-Your-Own Scumdog is $9.75 and comes with a side, and a German Pretzel is $7.25, so two split for $17 (about $19.30 taxed). Cait's Vegan Chili ($7.50) or fried mushrooms ($8.25) work as the second item too. Two full sandwiches (~$14 each) blow the budget — the scumdog-plus-app build is the play.
Sally Bell's Kitchen
Two Sandwiches + Two Sides — $17.56 (skip the box lunch)
A hundred-year-old Richmond institution (since 1924) whose famous item is the one that fails the test. The Box Lunch — sandwich, side, cupcake, deviled-egg half and a cheese wafer — is $12.99, so two is $25.98, well over. But off the same owner menu a plain sandwich is $5.49–$5.99 and a side is $2.79, so two sandwiches plus two sides is $17.56 — about $19.93 with the state's-highest 13.5% tax, under $20 out the door by seven cents. Name the order, not the box. Weekday lunch only.
Blue Habanero
Share a 3-Taco Order — $15
A Fan District street-taco-and-tequila room where tacos come as orders of three. Off the owner menu, the Corner, Veggie and Tinga orders are $15 (three tacos each), so two people share one order for $15 — about $17.03 taxed. There's no single-taco à-la-carte option, and adding even $3 chips tips it to $20.43, so the clean build is exactly "two split one $15 taco order."
Latitude Seafood Co.
Two Apps to Share — $16
The Stony Point seafood spot whose $8,000 meals-tax bill compounded to $68,000 through the city's 10%-penalty-plus-10%-interest code — the fiasco's most-cited number. It reads Chesterfield (23235 zip) but is confirmed City of Richmond precisely because the city billed it the 7.5%. Off the owner menu, scratch sides are $5 and entry apps — Fried Catfish Bites, Coconut Shrimp, a She-Crab Soup bowl — are $8, so two apps is $16 (about $18.16 taxed). The sandwiches ($13.70–16.70) push a pair over.
The Continental Westhampton
Share the Housemade Nachos — $16.50
A Libbie-and-Grove neighborhood bar with huge portions — confirmed City of Richmond (the parcel is on the city tax rolls, though the line runs just west of here). It's a sit-down room where two full sandwiches (~$12.50–16.75 each) run over, so the two-person play is a shared plate: the Housemade Nachos are $16.50 and feed two, about $18.73 taxed. A cup of soup ($6) plus chips & salsa ($6.95) is the lighter $12.95 route.
Lillie Pearl
Smashville + Slaw to Share — $17 (lunch)
An acclaimed Southern room in the Arts District where the lunch menu is the only way in under budget. Off the owner lunch menu, the Smashville sandwich is $13 (with slaw or fries) and a side of ranch slaw is $4, so a shared sandwich-and-side lands at $17 ($19.30 taxed). Two full sandwiches (~$27) and the whole dinner menu are over — come for lunch and split.
Smashed RVA
Share a Smash + Fries — $17
Tops Yelp's Richmond food-deals list. Off the owner menu, the OG Smash, Plain Jane and Mac Smash burgers are $10 each — so two full burgers is $20 on the menu but $22.70 taxed, over the line. The build that clears at 13.5%: one OG Smash $10 + Smash Fries $4 + a Baja Limeade $3 = $17 ($19.30 taxed), split two ways. A genuinely good burger; the tax just makes it a share, not a two-patty order.
Slay Burgers
Two Slay Burgers — $15.98
A Brookland Park smash-burger favorite (91% liked, and its #3 most-ordered item). Off the owner menu the Slay Burger — a single smashed patty with cheese, lettuce, pickles, onions and signature slay sauce — is $7.99, so two people each get their own for $15.98 (about $18.14 taxed). Mix it up: one Slay Burger + a Slay Dog ($3.99) + a shared Waffle Fries ($3.49) is $15.47 ($17.56 taxed). The fried-haddock Leviathan and bologna-piled Zzif are $7.99 too.
Proper Pie Company
Two Savory Hand Pies — $15.90
A New Zealand-style hand-pie window in Church Hill and a local cult favorite — exactly this site's low-unit-price card type. Off the owner menu each savory hand pie is $7.95, so two people eat for $15.90 (about $18.05 taxed). Save room for the famous banoffee — Proper Pie's sweet pies are the reason the line forms. Wed–Sun only.
Jamaica House
Panini + Quarter Jerk Chicken — $15
A downtown Jamaican kitchen on the W Broad St corridor. Off the owner menu the Jerk Chicken, Jerk Pork or Veggie panini is $9 and a quarter jerk chicken is $6, so a panini plus a quarter jerk lands two people at $15 (about $17.03 taxed). Watch the tax line: two paninis is $18 on the menu but tips to $20.43 out the door — so pair a panini with the $6 quarter chicken, or go two quarter jerks for $12.
🧾 The Restaurants That Fought The City
Richmond's auditor found 673 food establishments owing close to $11 million in past-due meals tax — 283 of which had never gotten a notice — and the city billed them retroactively, penalties compounding at 10% a year. More than thirty restaurants organized to fight it. Several are genuinely in our price band, so we carded them as a group. No competing list would think to.
Philly Vegan
Two Cheesesteak Sliders — $12.99
Told by city tax staff it no longer had to collect the 7.5%, then billed retroactively for the period when it wasn't — the exact pattern that hit dozens of Richmond restaurants. Still open, and the cleanest small-dollar card of the group: off the owner menu, an order of Philly Cheesesteak Sliders (2) is $12.99, so two people eat for $12.99 (about $14.75 taxed). A vegan Lentil Burger is $9.49; a Supreme Cheesesteak $15.99 splits two ways.
Pizza & Beer of Richmond (PBR)
Share a Whole Pie — $13.49
Part of the Eat Restaurant Partners group named in the fiasco. Off the owner menu, a whole Build-Your-Own Neapolitan pie is $13.49 and feeds two — about $15.31 with tax — with the margherita (Basic Instinct) at $14.49. The weekday lunch half-pizza-and-side-salad is $11.99. These are whole ~2-minute-bake pies, not by-the-slice, so one shared pie is the two-person build.
Boulevard Burger & Brew
Two Parker Field Hot Dogs — $13.98
Another Eat Restaurant Partners spot from the fiasco list, reopened 2025 in Scott's Addition — and the strongest clean pass of the group. Off the owner menu, a Parker Field Hot Dog is $6.99, so two is $13.98 (about $15.87 taxed). Mix up: a Kelly's Classic burger ($9.99) plus a dog ($6.99) is $16.98. Two full burgers ($19.98) tip over once tax lands, so the dog pairing is the play.
Beauvine Burger Concept
Two Burgers $19 on the menu — share to clear tax
Named in the fiasco, still open in the Fan. Off the owner menu the Beauvine and Build-Your-Own burgers are $9.50, so two is $19.00 on the menu — it clears a "$20 on the menu" reading, but at 13.5% it's $21.57 out the door. The clean-out-the-door build is a share: one burger $9.50 + Duck Fat Fries $5 = $14.50 ($16.46 taxed). A textbook case of the tax deciding the answer.
ZZQ Texas Craft Barbeque
Share a Pulled-Pork Sandwich + Side — $17
Scott's Addition's James-Beard-nominated smokehouse, named in the fiasco. The platters ($12–16) and even two sandwiches ($27) are over for two — so, per the Southside-BBQ lesson, name the sandwich, not the plate: a Pulled Pork Sandwich is $13 and a small side is $4, so a shared sandwich-and-side is $17 ($19.30 taxed). Go early; the good stuff sells out.
Richbrau Brewing
The "beer is a taxable meal" story — price pending
The marquee case of the whole fiasco. A city rep first wrote that meals tax was "due on prepared food, not draft," then the city reversed and billed Richbrau tens of thousands for uncollected meals tax on draft beer — because in the City of Richmond a beer by itself counts as a taxable meal (it does not in Henrico). Its food is run by the Lost Rail Pie Co. pop-up and no prices are published online, so this one's on the bench for a screenshot — but the tax story alone earns it a place.

The RVA Hospitality dim-sum-and-cocktail room (same group as Tarrant's). Baskets reportedly run $3–16 with a $1-dumpling weekday happy hour (4–6pm), so two share several baskets under $20 easily — but the menu lives on a bot-walled Toast store, so it needs a screenshot to card the exact numbers.
Kogi RVA
Korean bowls — price pending
A traditional Korean room in Jackson Ward (bowls, kimbap, soups) — not related to Kobop. Its owner Squarespace menu renders prices only in JavaScript, so the two-person build is a screenshot away.
88 Street Food (bánh mì)
Two Bánh Mì — price pending
The best in-city bánh mì option (Viet Holic is Chesterfield; Catina straddles the Henrico line). The rule holds — pho won't clear at 13.5%, but two bánh mì likely do. The owner menu is image-only and ordering is Toast-walled, so it needs a screenshot.
Jo-Jo's Famous NY Pizza
Two-Slice Lunch Special — price pending
A downtown NY-slice shop whose lunch special is two single-topping slices plus a fountain drink — widely reported under $7, a literal two-person lunch deal well under the ceiling. Use only the E Main St city location (the Browns Way Rd store is Chesterfield). Owner Popmenu prices need a screenshot.
Abuelita's
À-la-carte tacos & guisos — price pending
A build-a-plate guiso-and-antojitos spot (birria tacos, pozole, tamales, empanadas) second on Yelp's Richmond cheap-eats list. À-la-carte tacos and tamales almost always clear, but the whole menu is on a bot-walled Toast store, so it needs a screenshot — and a final parcel check on this block of Midlothian Tpke (east of Chippenham reads city).
Union Market
Two House Sandwiches — price pending
The grocery-counter thesis, Richmond edition (proven in Norfolk with Thee Soulfood Kitchen). A Union Hill neighborhood market with a housemade sandwich counter — sandwiches reportedly $8–10, so two likely land right around $16–20; the owner menu is image-only, so it needs a screenshot to lock it in.

MOD Pizza
One 11" Pizza Split Two Ways — $14.19, Unlimited Toppings
MOD fast-fires an 11-inch build-your-own pizza at one price however many toppings go on it — but the map first, honestly: there is no MOD inside the Richmond city line. The nearest store is 8671 Quioccasin Rd, in Tuckahoe, in Henrico County just past the West End city line. The 11-inch MOD-size with unlimited toppings reads $14.19 there on MOD's own ordering system, August 2026 — $7.10 a head when two people split it, which is the cheapest honest way through the door. MOD sizes a salad it labels "Mega (Feeds 2)" outright at $15.44, so one order is dinner for both of you without touching the pizza menu. Want your own pie each? Two 6-inch minis with cheese run $14.38. Worth knowing before you go: your first purchase as a MOD Rewards member earns a free MOD-size pizza or salad, which makes round one genuinely two for the price of one. The trap is drinks — two 16 oz fountains add $6.78 and put the loaded 11-inch at $20.97, past the line, so drink water or drop to the $10.99 cheese build. MOD prices by store, so confirm at yours — the spread across the cities we checked runs $11.89 to $16.59 for the same pizza.
Wawa (MTO hoagies)
Two Shorti Hoagies — about $12.58
Richmond's meals-tax ordinance explicitly taxes convenience-store prepared food, so the built-to-order hoagie counter is fair game — and nobody's cheap-eats list carries it. A 6" Shorti hoagie runs about $6.29, so two is roughly $12.58 on the menu. The Wawa app menu is location-gated, so the exact Brook Rd price needs a screenshot; the store and the MTO counter are confirmed.
Sheetz (MTO)
Two Made-to-Order Subs — under $20
Same logic as Wawa — the Hathaway Rd store is the one confirmed inside city limits (the W Broad and Huguenot Sheetz are Henrico/Chesterfield). Made-to-order subs and Shmagels run about $5–7, so two comfortably clear $20. Ordering is app-gated, so the exact price needs a screenshot at this store.
Cook Out
Two Cook Out Trays — about $15–18
The Thomasville, NC drive-thru legend keeps a genuine city-limits store on W Broad in Scott's Addition (parcel-confirmed City of Richmond, not the Henrico side). The famous Cook Out Tray — an entrée, two sides (a corn dog counts) and a big drink — runs about $7.50–9, so two trays land near $15–18 with room for a couple of the 40-plus shakes. Fair warning, same as everywhere: Cook Out publishes no prices online and takes no online orders, so this is off recent store boards — confirm at the window.

Founded 1994, now 1,200-plus stores including several around Richmond. The $5 Firehouse Snackers (half-subs) feed two for around $10; the 8-inch mediums run $10-plus each, so the Snackers are the two-under-$20 play. Prices vary by store.
Taco Bell
Two $7 Luxe Cravings Boxes — $14
Each $7 Luxe Cravings Box packs a Chalupa Supreme, Beefy 5-Layer Burrito, Double Stacked Taco, chips with nacho cheese and a medium drink — $14 total for two. Also comes in $5 and $9 tiers, and the value menu keeps a stack of items at $3 or less. Pricing and participation vary by store.
Domino's
Perfect Combo — $19.99
Two medium one-topping pizzas + 16-piece Parmesan bread bites + 8-piece cinnamon twists for $19.99 — the study-night classic, and a genuine two-under-$20 (before the tax line, so a carryout order keeps it cleanest). Some markets vary the third item, so check the local store.
